Responsibilities
* The Post Holder will be responsible for the management of the Hawk Qatar Supply Chain in the UK (RAF Samlesbury, RAF Leeming & RAF Brough). The Post Holder will lead a team to deliver all aspects of the supply service required to ensure availability of the Hawk Aircraft for the contract duration.
* As the Supply Chain Lead, report to the Head of Maintenance and lead the strategic, operational and financial outputs from definition, planning and delivery of the supply chain service for the QAF Hawk availability service to meet customer and business requirements.
* Ensure that sufficient parts are forecasted, contracted, procured, repaired, manufactured, stored and transported to the relevant cost, time and quality to meet supply performance measures.
* Deliver the Supply Services as part of the QAF Hawk availability service, working with and providing expert leadership to other functions to ensure the service is fit for purpose.
* Define and maintain plans and budgets aligned to customer and business needs, with agreed deadlines and milestones communicated to all parties.
* Lead, control and monitor the supply chain service to deliver on time, cost and quality, with progress regularly reviewed and interventions made as required to resolve issues.
* Ensure adherence to policies and procedures to minimise risk and maximise opportunities.
* Manage relationships with major suppliers and subcontractors to ensure delivery of all items and address issues; ensure the team has the required resources and capabilities and that staff are led, developed and motivated to meet accountabilities.
* Apply project management skills across the entire lifecycle; lead the supply chain activity with direct and indirect management of the team; manage interfaces between the UK Supply Chain Hub and RAF Leeming in the availability contracting role.
* Apply and comply with the client's Operational Framework, PM processes (including LCM), and plan, monitor and control risk and opportunity management, performance management and Life Cycle Management and Contract Reviews.
Core Activity & Accountabilities
* Discharge governance across the Organisation to ensure compliance with the applicable Regulatory Framework.
* Confirm that materiel is delivered within approved standards and correctly recorded; maintain documentation per the Approved Maintenance Programme for all aircraft components.
* Ensure the Quality Management System is effective across contracted supplier organisations and that a Supplier management policy assures adherence to regulatory standards and release to service requirements.
* Establish an appropriate document management and maintenance data recording system for the statutory period.
* Deploy and manage the safety management system within the organisation (including maintenance error reporting and mandated occurrence reporting).
* Inform Continuing Airworthiness Management Organisation of any condition of an aircraft component that could impact safety.
* Ensure Supply Chain has SQEP, facilities, technical information and material, with aligned operational demand to supply delivery.
* Ensure all staff are adequately trained and assessed as competent; establish and communicate procedures to maintain regulatory compliance and Continuing Airworthiness standards.
* Act as primary point of contact for supply chain performance on Hawk.
Qualifications / Functional Knowledge
* Knowledge of a Continuing Airworthiness Organisation (CAO), Supply Chain operations tools and techniques, continuous improvement and capability development.
* Strong stakeholder management across CAO, SC, customer, partner and supplier organisations; ability to set direction and manage change.
* Understand client operations and fit of role within it; ability to capture requirements and translate into realistic plans and targets; manage changes.
* Good project management skills across LCM, planning, budget control, risk and opportunity management and communications.
* Leadership and management skills to integrate multiple teams within CAO and Supply Chain; SME in supply chain elements; capable of process definition and improvements.
* Excellent analysis, planning, relationship-building and problem-solving skills; proficient with IT systems.
* Human factors and E&PW course; UK Driving licence.
* MBA/Degree in Supply Chain Management/Logistics desirable.
