This is a newly created role designed to support the organisations continued growth, strengthening financial management, reporting, and governance.
We are looking for a proactive and detail-oriented finance professional who can deliver accurate, high-quality financial information and support organisational growth. The ideal candidate will combine strong technical accounting skills with the ability to communicate financial insights clearly. They will demonstrate sound judgement, a commitment to strong financial governance, and the ability to improve systems and processes. Experience in managing or supporting a small finance team, alongside a collaborative and business-parting approach, is essential, as is the ability to work effectively with operational and clinical stakeholders in a fast-paced environment.

Main duties of the job
The postholder will lead the production of accurate and insightful management accounts, drive robust budgeting and forecasting processes, and provide clear financial analysis to inform decision-making at senior and Board level. With responsibility for maintaining strong financial controls and regulatory compliance, the role will also focus on improving systems, processes, and data quality as the organisation scales. In addition, it will provide operational leadership to the finance team, oversee day-to-day financial activities, and act as a trusted business partner to clinical and operational leaders to ensure sustainable financial performance.

Job responsibilities
Lead the preparation of monthly management accounts, including variance analysis and clear narrative. Monitor financial performance against budgets and forecasts, identifying risks and opportunities. Produce accurate and timely financial reports for senior leadership, Board, and external stakeholders. Support year-end processes, statutory accounts preparation, and audit requirements. Ensure all financial data is accurate, reconciled, and delivered to tight deadlines.
Financial Planning & Budgeting
Support the annual budgeting process and in-year forecasting cycles. Work with budget holders to develop realistic and robust financial plans. Contribute to financial planning that supports organisational growth, sustainability, and value for money.
Maintain a strong system of internal controls and ensure compliance with financial regulations and policies. Oversee income and expenditure to ensure accuracy and completeness. Support VAT, tax, and regulatory compliance as applicable to a primary care setting. Regularly review and improve financial policies and procedures. Identify, monitor, and mitigate financial risks, ensuring appropriate controls and escalation where required. Support financial resilience through scenario planning and risk-aware decision-making.
Operational Finance Leadership
Line manage, support, and develop the Finance Officer and Finance Assistant. Oversee transactional finance processes, including accounts payable/receivable and payroll liaison. Ensure efficiency, accuracy, and resilience within finance operations. Drive improvements in financial processes to deliver efficiencies and enhanced value for money.
Business Partnering
Act as a trusted finance partner to operational and clinical leads. Provide clear, accessible financial insights to support decision-making. Support teams in understanding financial performance and managing budgets effectively. Support service development and growth initiatives by providing financial analysis and modelling.
Ensure effective use and optimisation of finance systems. Identify and implement improvements to processes, reporting, and data quality. Support digital and reporting enhancements across the finance function.
Person Specification
Qualifications
* Fully or part-qualified accountant (e.g. ACA, ACCA, or equivalent experience)
* Degree in Finance, Accounting, or a related discipline (or equivalent practical experience)
* Full professional accountancy qualification
* Relevant training or knowledge of NHS / primary care finance
Skills
* Strong financial and analytical skills with high attention to detail
* Ability to interpret complex financial information and present it clearly to non-finance audiences
* Good understanding of financial controls, governance, and risk management
* Excellent organisational skills with the ability to prioritise and meet deadlines
* Strong Excel and finance systems capability
* Effective communication and interpersonal skills
