£75,731 - £80,755 (dependent on location) plus 29% pension contribution and Civil Service benefits. Flexible, hybrid working from a choice of 13 HMLR offices.
Job Summary
HM Land Registry (HMLR) is delivering a major digital transformation to modernise the systems and services that safeguard property ownership across England and Wales. As the Head of Delivery, you will provide senior leadership across the Technology and Transformation directorate, driving delivery excellence and consistency across multiple programmes of work.
Responsibilities
* Lead and develop the delivery function across HMLR’s Technology and Transformation (T&T) directorate.
* Ensure delivery practices and processes are effective, agile and aligned with business needs, maintaining momentum, removing blockers and ensuring visibility of priorities and outcomes across the portfolio.
* Act as a bridge between technical and non-technical stakeholders, providing strategic oversight of delivery planning from start to finish, helping inform decisions on priorities and change.
* Drive delivery momentum by optimising resources, managing risks and dependencies, and creating a positive, solutions-focused working environment.
* Collaborate with senior stakeholders and other functional heads to align priorities, manage change impacts and deliver organisational benefits across the digital portfolio.
* Provide strategic oversight of delivery planning, ensuring governance, performance and budget compliance.
* Develop the delivery profession and culture within HMLR, embedding best practice and building a strong, connected delivery community.
* Continuously evolve the delivery function, embedding agile ways of working and common professional standards that meet business needs.
* Lead on resourcing, recruitment and professional development to ensure delivery capability, capacity and continuous improvement.
* Champion the delivery profession across government and industry, representing HMLR externally and strengthening collaboration across internal ‘Heads of’ functions.
Qualifications
* Expert in agile and lean delivery practices with a strong track record of achieving positive delivery outcomes.
* Significant experience in a delivery lead role, working at programme level within a multi-disciplinary environment.
* Experience of leading a continual planning process across multiple projects/programmes.
* Experience of leading and growing delivery practice and capability.
* Ability to coach and share own experience of being a high performing delivery manager.
* Skilled and experienced planner, implementer and leader of change in a complex and evolving environment.
* Experience of working across organisational boundaries, expertly communicating with stakeholders to build influence and credibility.
Location
60% of your time working from any of the advertised locations (typically 3 days/week). Flexible hours and condensed working hours are an option.
Locations available: Croydon, Birkenhead, Coventry, Durham, Weymouth, Gloucester, Kington upon Hull, Nottingham, Peterborough, Plymouth, Warton, Swansea.
