Overview

Responsible for the day to day operational management of Paediatric and Neonatal specialities within the Division of Women’s, Children’s and Clinical Support Services. They will assist the Divisional Directors, Clinical Lead, Matron and Divisional Director of Nursing in ensuring that the Division delivers its financial, activity, patient experience and clinical and quality targets are achieved. The role is accountable for the effective and efficient delivery of services, ensuring adherence to quality standards, safety and clinical performance indicators.


Responsibilities

* Work closely with GPs, Social Care and the Clinical Team to improve patient pathways and ensure timely emergency management.
* Support strategic planning alignment with Trust objectives, including developing and negotiating business and service plans with Divisional Directors.
* Focus on capacity planning, service level agreement negotiations and income projections to ensure sustainable service delivery.
* Oversee improvement programs, clinical policy implementation and service model development.
* Ensure effective patient flow, particularly in inpatient and frailty pathways, to minimise delays and maximise safety.
* Act as a key contact for assessment areas, ensuring delivery of clinical indicators and monitoring of performance standards across specialties.


About the Trust

Walsall Healthcare NHS Trust is an integrated Trust and the only provider of NHS acute care in Walsall, serving a population of 284,300. Services are provided at the Manor Hospital with a wide range of community services. The Trust has state-of-the-art facilities including a Critical Care Unit, Neonatal Unit, Obstetric Theatre, and Integrated Assessment Unit. A new Urgent Emergency Care Centre opened in March 2023, significantly expanding emergency care facilities and capacity.


Management of Staff

* Provide direct line management to identified Care Group personnel.
* Develop a workforce plan for the Division with Divisional Directors and Care Group Managers, ensuring alignment with Trust HR policies including recruitment, selection, performance management, appraisal and personal development.
* Communicate Trust objectives, plans and progress from the Division to Care Group and Service Level.
* Maintain a culture that engages staff in decisions on how services are provided and how quality and access targets are delivered.
* Undertake appraisals effectively and ensure personal development plans and training needs are identified.
* Engage with patients and carers to ensure services are high quality and patient-centered.


Performance Management

* Be accountable with the Divisional Directors and Clinical Director for the Division’s performance against plan.
* Implement and maintain a performance management system aligned to the Trust’s framework to ensure staff know their role in delivering objectives.
* Collaborate to collect and analyse data for continuous performance measurement; report over/under performance and take corrective action.
* Manage complaints and use audits to monitor and improve service.
* Ensure rotas and on-call arrangements cover 24/7 operations; uphold governance and quality across areas of responsibility.
* Implement governance and assurance systems covering emergency preparedness, safety, effectiveness, patient experience, diversity, infection control, health and safety, safeguarding and other regulations.


Financial Management

* Comply with financial processes and deadlines and deliver financial KPIs and forecast outturn.
* Present financial information to Teams/Managers/Clinicians and meetings as appropriate, and set personal financial performance objectives for direct reports.
* Develop and maintain service line reporting and Patient Level Costing, with training for staff responsible for financial management.
* Prepare monthly reforecasts and the annual financial plan for approval by the Divisional Directors.
* Develop project plans to deliver productivity and efficiency targets and maintain related reports.
* Ensure business cases meet required standards and procurement follows agreed processes to maximise value on contracts and catalogues.
* Attend annual Financial Compliance Framework training.


Human Resources

* Ensure accuracy of weekly and monthly HR vacancy reports for the area.
* Manage sickness absence effectively and ensure annual statutory and mandatory training compliance.
* Ensure annual appraisals and personal development plans for all employees and develop robust workforce and succession plans with HR/Finance leads.
* Coordinate NHS staff survey responses and develop action plans to address issues.


Leadership

* Provide clear, effective leadership that engages the team and communicates the division’s vision and direction.
* Support clinical governance, risk management, and reporting of incidents; encourage innovation in clinical and non-clinical practice.
* Foster collaborative leadership with Care Group Managers to maximise benefits to the Trust and patients.
* Contribute to corporate management, service and investment planning, and representation on networks, committees and partnerships.
* Engage with CCGs and other agencies to address gaps or inequalities in services; participate in general manager on-call rota.
* Coordinate the Division’s emergency planning and business continuity and engage in Trust-wide planning.
* Engage in national policy and lead delivery.
