Person specification

Qualifications

Essential criteria

1. Qualified (CCAB) or finalist studying towards qualification or significant NHS finance experience at this grade
2. Evidenced continuous professional development record
3. Actively studying towards full CCAB qualification

Desirable criteria

4. First Degree
5. Qualified (CCAB)

Experience

Essential criteria

6. Knowledge and understanding of International Accounting Standards and their application
7. Highly developed and demonstrable knowledge of management accounting and accounting procedures within the NHS
8. Understanding of the Payment by Results (PbR) tariff system and its application within an NHS Foundation Trust
9. Significant experience of working within an NHS Foundation trust(s)
10. Significant experience in the use of E-Financials software packages
11. Significant experience in the use of Business objects
12. Experience of developing activity, income and expenditure forecasts, including the modelling of different scenarios
13. Significant experience of staff management

Desirable criteria

14. Experience of modelling the financial impact of service pathway redesign
15. Experience in the use of PLICS costing software

Technical Skills Competencies

Essential criteria

16. Advanced user of Microsoft Excel, required to design new and/or improve existing financial monitoring systems
17. Expert analytical skills to solve highly complex financial and non-financial problems
18. Computer literate with experience of using Microsoft office applications
19. Ability to interpret highly complex information, including national financial policies
20. Ability to manage extensive data sets, and detailed financial information

Desirable criteria

21. Clear, demonstrable understanding of statutory and other financial responsibilities
22. Influencing and negotiation skills, including the ability to communicate contentious information to an audience that may not be receptive. This will include senior managers within the Trust and external stakeholders

Knowledge

Essential criteria

23. Sound, demonstrable knowledge of financial and accounting procedures.
24. Detailed knowledge of the organisation’s objectives and activities
25. Detailed understanding of the NHS agenda and knowledge of NHS financial framework
26. Knowledge of NHS financial and accounting procedures in relation to the portfolio

27. Ability to interpret highly complex information, including national financial policies

28. Excellent inter–personal and communication skills
29. Confident in dealing with people at all levels of the organisation
30. Ability to work as a part of a team
31. Ability to communicate sensitive/ contentious financial information in a clear and persuasive way. This will include communication with people with non-financial backgrounds.
32. Ability to lead a team of fellow professionals and to adopt a collaborative approach both within the Finance function and across UHD

33. Active listening skills, to interpret managers needs and issues
34. Ability to forge and maintain constructive relationships with senior managers and to constructively challenge and hold to account in relation to financial decision making and subsequent consequences
