Position Overview
ERT is seeking an experienced Program Manager to support upcoming work at the National Oceanic and Atmospheric Administration (NOAA) managing critical government IT systems. Duties include planning, implementing, and overseeing government-issued task orders essential for supporting the mission, collaborating closely with senior customer stakeholders, consulting on task plans, ensuring compliance with contractual obligations, and driving process improvement initiatives across all task orders.
Responsibilities
1. Plan, organize, and manage contract activities effectively.
2. Ensure strict compliance with contract terms, government policies, and company procedures.
3. Drive customer satisfaction by delivering timely and accurate contract status reports and deliverables.
4. Oversee subcontractors' integration, utilization, and performance.
5. Identify and resolve cross-contract issues and mitigate project risks.
6. Optimize staff utilization and availability.
7. Lead project scope definition, planning, and delivery.
8. Support staff career development and training initiatives.
9. Assess and modify program plans as needed for cost, schedule, and technical performance.
10. Define and implement performance measures and quality standards.
11. Regularly report program status and issues to management and stakeholders.
Required Skills
12. 15+ years of progressively relevant management experience in government task order-based contracts.
13. Deep understanding or implementation of microservices for a mission critical government IT system
14. Experience with implementing or managing a data lake for a mission critical government IT system
15. Strong understanding of program management principles, financial analysis, risk management, and compliance.
16. Ability to manage large multidisciplinary teams and drive collaboration.
17. Excellent consensus building, team building, and decision-making skills.
18. Proficient in systems/architecture, science, engineering, satellite data acquisition, and data management
19. PMP certification
20. Excellent interpersonal, oral, and written communication skills.
21. Ability to perform effectively under pressure
22. Previous experience supporting technical contracts at NOAA, NASA or similar federal agency
23. Must be a US Citizen or Permanent Resident (green card) and be able to pass a background investigation to obtain and maintain a Public Trust clearance
Education
BS in Earth science, meteorology, oceanography, or related discipline, or equivalent.
Location
Work is located in Silver Spring, MD with onsite or hybrid work schedule available.
Compensation
The salary range for this role is $122,000 - 276,000/year. This range is a good faith estimate based on similar roles across the organization. ERT uses several factors when extending an offer, including but not limited to, the position's scope and expected duties, a candidate’s work experience, education/training, and key skills.
