Job Title: Commissioning Compliance Officer
Starting Salary: £42,839 progressing to £47,181 per annum

About the Team
The Commissioning for Older People Team commissions a wide range of services and support for adults, including reablement, support at home, extra care, residential and nursing care. Working with providers and partner organisations, the team improves long‑term outcomes and delivers the support that older people and Hertfordshire residents aged 18 and above need.
About the Role
This role acts as a key relationship holder for commissioned care providers delivering reablement, support at home and extra care services. The post holder ensures high‑quality, professional delivery and addresses any issues of non‑compliance. Working in a fast‑paced environment, the role involves managing multiple priorities, making informed decisions, and collaborating with providers and colleagues to maintain standards and support effective service delivery.
* Relationship management of an allocated portfolio of care providers – key relationship holder and the team’s first point of contact.
* Carrying out contract compliance meetings and visits, report writing, drawing up action plans and working with providers to ensure compliance. Making recommendations to management regarding suspension of providers from new placements with supporting evidence, drafting default notices where non‑compliance is identified.
* Providing guidance to providers on improvements to business processes, contractual requirements and best practice.
* Representing the team at safeguarding meetings, providing contractual guidance, ensuring processes are in place to remedy any areas for improvement, and working closely with the Council’s monitoring team.
* Involvement in tender processes through market engagement, research and evaluation.
* Carrying out compliance visits to new providers following a tender process, drawing up action plans and ensuring compliance. Decision making responsibility for approval of providers for placement of packages of care.
About You
Essential
* Demonstrable experience of commissioning services within a health or social care setting.
* Proven ability to work effectively in partnership with multiple agencies and stakeholders.
* Strong analytical skills, including competent use of Excel to interrogate data.
* Ability to analyse and interpret performance information using multiple data sources.
* Excellent communication skills, including experience of engaging people who use services to identify gaps and drive service improvement.
* Ability to travel in and around Hertfordshire.
Desirable
* Knowledge of Adult Care Services (ACS) practices, policies, and procedures, with experience supporting social care and healthcare colleagues working with people with precarious immigration status.
* Ability to remain calm, confident, and focused when managing controversial or sensitive issues, supporting constructive dialogue and avoiding division.
* Proven ability to manage multiple and varied projects simultaneously, prioritising effectively to balance urgent demands with longer‑term objectives.
* Ability to work proactively and independently, as well as collaboratively as part of a team, across home and office‑based settings.

Driving Required
You must be able to drive and/or travel around Hertfordshire, either using your own mode of transport or a company car to travel to other locations.
English Fluency
Converse at ease with members of the public and provide advice in accurate spoken English. For those whose language is a signed language, the provision of a sign language interpreter who speaks English to the necessary standard of fluency will be required.
