NHS South East London Integrated Care Board (SEL ICB) is seeking a dynamic, collaborative Lead Pharmacist to join our Medicines Optimisation team on a fixed‑term basis for 2 years. Responsibilities
* Work across the sector: collaborate with primary care, community pharmacy, secondary care, social care, public health, and voluntary sector partners across South East London to deliver medicines value and reduce health inequalities.
* Deliver system sustainability goals: lead and support the delivery of the system sustainability programme for medicines value, focusing on pathway redesign, value‑based frameworks, and system‑wide transformation to maximise outcomes from an £850 million prescribing spend across the healthcare system.
* Champion joint working with industry: develop meaningful partnerships with the pharmaceutical industry to ensure the adoption of high‑value, innovative medicines and contribute to national and regional medicines value initiatives.
* Use data for population health: apply data insights to inform commissioning decisions, aligned with population health priorities, digital innovation, and outcomes‑focused approaches.
Qualifications
Education and Qualifications
* Educated to masters level with additional in‑depth professional knowledge in own discipline over a significant period.
* Competency assessed and examined professional registration with the General Pharmaceutical Council of Great Britain.
* Professional knowledge acquired through a vocational master’s degree in pharmacy with advanced expert specialist knowledge obtained through post‑qualification experience (Post‑graduate Diploma in Pharmacy Practice or equivalent).
* Post‑graduate Diploma in Pharmacy Practice or equivalent knowledge and experience.
Experience and Knowledge
* Experience of working within a complex and challenging environment, managing demanding relationships with multiple stakeholders.
* Knowledge of population health management, health inequalities, and value‑based healthcare.
* Experience and understanding of performance and change management, business planning, budget setting and contracting processes in a health setting.
* Demonstrated experience of coordinating projects in a highly complex environment for example pharmacy or medicines transformation or pathway improvement projects.
* Significant experience of managing prescribing budgets, delivering savings plans and horizon‑scanning processes relating to medicines and prescribing.
* Experience of drafting briefing papers and correspondence for a senior audience.
* Experience of leading a specialist team, service changes and developments.
* Knowledge/understanding of national and local policies and strategic issues relevant to commissioning and transformation.
* Experience of successfully setting up and managing internal processes and procedures.
* Experience of policy or proposal development.
Skills and Abilities
* Proven ability to analyse and interpret highly complex facts and issues, including drug and patient information where material is conflicting and drawn from multiple sources, and to act upon incomplete information using experience to make inferences and decision‑making.
* Ability to understand a broad range of highly complex information quickly and make decisions where opinions differ or no obvious solution.
* Ability to identify risks, anticipate issues and create solutions and resolve problems in relation to project or service delivery.
* Numerate and able to understand complex financial and benchmarking data combined with deep analytical skills.
* Ability to provide and receive highly complex, sensitive and contentious information and present complex and sensitive information to large groups and senior stakeholders.
* Ability to prepare and produce concise communications for dissemination to a broad range of stakeholders.
* Comprehensive knowledge of project principles, techniques and tools such as Prince 2.
* Knowledge of financial systems (e.g. monitoring budget management, processing invoices and procurement, prescribing, outcomes and population health data).
* Ability to work as part of a team and work flexibly to provide support to other departments and teams as and when necessary.
* Demonstrated capability to plan over short, medium and long‑term timeframes and adjust plans and resource requirements accordingly.
