To be responsible for the management of the council's technical statutory responsibilities related to domestic and commercial electrical testing, LOLER, fire alarms, renewable energy equipment, and associated maintenance and servicing.
Ensure a comprehensive approach is developed to the reduction of risk and the council’s responsibilities are discharged in areas where the post holder has responsibility for this function.
Provide a customer‑focused internal and external service emphasizing excellent delivery, service improvement and maximising efficiency.
Responsibilities
* Ensure compliance with statutory obligations and regulatory undertakings, including health and safety compliance for LOLER, EICRs, communal lighting and fire alarm systems.
* Maintain a current survey of electrical risks and implement effective risk management plans.
* Guarantee remediation and follow‑on works are risk‑based and that testing records and certifications are accurate and up to date.
* Serve as the lead point of contact for electrical safety issues and liaise with internal and external stakeholders to provide specialist advice.
* Provide detailed technical advice on electrical safety, ensuring risk reduction aligns with best practice, and support specification and scoping of electrical works.
* Provide specialist support for investment and new‑build programmes to maximise efficiency and long‑term value.
* Collaborate with colleagues to deliver team and corporate plans, emergency and recovery plans, and cross‑cutting projects.
* Promote continuous improvement, good governance and a culture of empowerment across the council.

Essential Skills
* Robust understanding of electrical regulations, safety procedures, RIDDOR, EICR, LOLER requirements.
* Working knowledge of H&S at Work 1974, Electricity at Work Regulations 1989, Wiring Regulations BS7671 (18th Edition) and IET 18th Edition.
* Excellent knowledge of CDM regulations and related housing regulations and how they apply to statutory health and safety compliance.
* Knowledge of personnel qualifications for fixed and mobile electrical installations.
* Understanding of council responsibilities for full compliance with electrical safety statutory requirements.
* Proven ability to manage, lead, and motivate staff to achieve objectives.
* High IT literacy, experience with Microsoft Word, Excel and database systems.
* Excellent interpersonal and communication skills to influence senior managers and customers.
* Demonstrable commitment to excellent customer service.
* Ability to work productively in high‑pressure environments.
* Model behaviours that encourage empowerment, initiative, and transparency.
Education and Qualifications
* A level, NVQ3 or qualified electrician.
* Evidence of continued professional development.
