Responsible To : CEO Hours: 28 hours per week Period of Employment: 31st March 2027 Salary: £23,896.40 per annum (FTE Salary: £30,723.94 per annum) Job Purpose: The Senior Manager - VCSE Enabler will sit within the Senior Management Team here at TWCVS. This senior role will be critical in supporting the development of shared leadership within the voluntary, community, and social enterprise (VCSE) sector, particularly in relation to physical activity, health, and wellbeing as part of Sport England’s Place Partnership investment into Telford and Wrekin. This role is intended to help connect and strengthen the sector's voice and presence within the broader system and enable meaningful collaboration that drives better outcomes for local communities. Telford and Wrekin CVS has deep local roots, credibility, and trusted relationships built over many years. Our connectivity spans grassroots groups, established charities, local authority partners, health system leads, and cross-sector alliances. This local presence enables us to act as a bridge between communities and system partners. The Senior Manager - VCSE Enabler will build on the very good and positive relationships Telford and Wrekin CVS are proud to have with Local, Regional and National Strategic Partners and Funders. The successful candidate will approach this exciting opportunity in a relational and collaborative style. Using local, existing networks and the emerging TWVCSA platform to build strong relationships across the VCSE and statutory system. Ensuring organisations of all sizes - from large providers to grassroots community groups - feel visible, valued, and connected. Co-production, transparency, and shared accountability will underpin the work, fostering a sense of collective and distributed leadership. The post holder will convene and facilitate shared leadership and capacity building, drawing on the identified needs from the IKD Theory of Change, using this insight to shape practical tools, shared learning, and joint problem-solving sessions. They will be afforded autonomy to maintain flexibility to test new approaches while ensuring work is anchored in evidence, intelligence, and collective local voice. Recognising that this is a short-term post, and therefore sustainability must be built into the delivery from the outset, the development of long-term solutions welcomed by the sector will be imperative in the value of the work undertaken by the post holder. Supporting continuity, improve information flow, and provide a space for communication and resources after the post ends. The post holder will have line management responsibility for the VCSE Team Assistant. Main Duties and Responsibilities: Engagement and System Integration Build and maintain strong, trusting relationships across the VCSE sector and statutory system partners. Continue to map and engage VCSE organisations and community groups active in health, wellbeing, and physical activity. Test and refine engagement approaches to reach a wide range of organisations, ensuring inclusivity and representation. Act as a key contact and facilitator for VCSE involvement in system-level conversations and decisions reporting to the Strategic Oversight Group. Shared Leadership and Sector Development Facilitate opportunities for shared leadership to emerge from within the sector, providing coaching, facilitating space, and support as needed. Identify and nurture emerging leaders in the VCSE space, particularly those with lived experience and community credibility. Support sector capacity building by helping organisations understand opportunities for development, collaboration, and resourcing. Work alongside organisations to understand and articulate the outcomes they help achieve and how they can align with wider system priorities. Work collaboratively with Lloyds Bank Foundation Local Implementation Lead and Energize Strategic Place Lead to support wider system connectivity. Communication and Learning Develop accessible communication tools and feedback loops to share information, learning, and opportunities across the sector. Coordinate and lead learning sessions, reflective workshops, or communities of practice to build mutual understanding and shared purpose. Contribute to evaluation of the enabler approach, sharing insight on what works in building shared leadership and sustainable engagement. Reporting and Evaluation Provide regular updates to the VCSE working groups established to connect and drive the wider VCSE work forwards. Provide quarterly reports to Strategic Oversight Group and attend when requested. Connect and influence evaluation approaches, embedding learning through the wider Sport England investment. The post holder will be based predominantly at Telford and Wrekin CVS The service operates a friendly, informal team. However, we aim to maintain the highest standards of service and efficiency. Experience of working in a small team in a busy office environment would, therefore, be an advantage. Support, supervision and training, where necessary, will be provided. Qualifications / Experience Evidence of a solid general education is required together with GCSE AC / 9-4 or equivalent including English and Mathematics along with good keyboard skills and the ability to use Microsoft Office applications. Strong communication and interpersonal skills. Confident working independently Ability to organise events and workshops. Evidence of further education or training that would support your application. Hours of Work: 28 hours per week. Office hours are Monday to Friday 9.00 am – 5.00 pm. “Out of Hours” work and a flexible working pattern will be necessary to include working evenings and weekends. Time off in lieu can be arranged (overtime is not paid).
