Flood Defence and Coastal Protection Project Manager

To provide project management support to the Flood Defence and Coastal Protection Engineer and Assistant Engineer in the delivery of asset management duties, and in the development and management of the Carmarthenshire County Council flood defence and coastal adaptation capital works programme, in line with the Welsh Government Flood and Coastal Erosion Risk Management Strategy (Oct 2021).
Responsibilities
1. Support the development of short (annual), medium (2-5 years), and long-term (5+ years) capital works programmes for flood risk management and coastal adaptation across Carmarthenshire.
2. Collaborate with the private sector and Welsh Government, providing project management support for the delivery of the capital works programme.
3. Assist in developing grant funding applications and preparing project management reports for the Flood Defence and Coastal Protection Engineer and Welsh Government.
4. Support the Flood Defence and Coastal Protection Engineer in planning, managing, and monitoring financial performance to ensure compliance with financial regulations, including timely financial monitoring reports.
5. Manage project revenue and capital budgets effectively, ensuring compliance with all grant and external funding terms and conditions.
6. Lead consultations with stakeholders, including elected members, landowners, statutory and non-statutory parties, acting as an effective advocate for the Council, often in high-profile or contentious situations.
7. Contribute to the marketing and publicity of the FDCP Team and its programmes.
8. Organize and manage ongoing training for FDCP Team members.
9. Support the Flood Defence and Coastal Protection Manager in incident management, including on-site duties and outside core hours when necessary.
10. Assist in investigating and reporting on significant flooding events under S.19 of the Flood and Water Management Act 2010.
Qualifications
Relevant degree or equivalent, with evidence of ongoing professional development. PRINCE2 project management qualification.
