Strategic Design and Transition Programme – Strategy & Policy Lead (32167)
The Environment Agency (EA) is committed to building an inclusive workforce that reflects the communities we serve. We are looking for an experienced Strategy and Policy Specialist to lead a new EA team within the Strategic Design and Transition Programme. The role will focus on interpreting the Independent Water Commission (IWC) report recommendations and shaping the future structure and policy of the EA to protect and enhance the environment while supporting sustainable growth.
Key Responsibilities
* Lead the production of high quality, balanced, evidence‑based advice on the IWC report recommendations, particularly the proposal for a single water regulator.
* Engage across Government, within the EA and other regulators to build support for the EA’s future thinking.
* Identify and recommend improvements to water regulation ahead of any legislative change.
* Co‑ordinate EA views and advice for Government Departments shaping future policy.
* Champion constructive challenge and diverse thinking while maintaining pace in a fast‑moving environment.
* Provide flexible support to other projects and workstreams in the programme as required.
* Contribute to a high‑performing, agile team that thrives under high demand and ambiguity.
Experience and Skills Required
* Knowledge of environmental management and/or the water sector, its regulation and the EA’s role.
* Experience developing policy in central government, working with specialist economists and scientists.
* Strategic thinking and decision‑making ability.
* Excellent communication and engagement skills, including translating complex information into clear, targeted advice.
* Proven ability to influence across boundaries and at all levels.
