Walsall Council – Housing Standards Compliance Officer (Permanent). Salary: G8, £39,152‑£41,771 per annum. Hours: 37 per week.
Our Housing & Customer Engagement Service covers a wide remit including private sector support, homelessness, asylum seeker and refugee matters, Gypsy and Roma Traveller issues, affordable housing and policy. We are recruiting a Housing Standards Compliance Officer with the relevant qualifications and experience.
Responsibilities
* Provide advice and ensure compliance on all aspects of private rented housing including the Housing Act 2004, HMO licensing, disrepair complaints, illegal eviction/harassment, Minimum Energy Efficiency Standards, Electrical Safety Standards and any subsequent legislation.
* Undertake property inspections, monitor and report on compliance with the Housing Act 2004, the Renters Rights Act 2025 and associated regulations, including the upcoming mandatory national landlord and property database.
* Support the Team Leader in delivering a high‑quality service to enhance housing conditions across the borough and make a tangible difference within the community.
The successful candidate will play a pivotal role in ensuring the safety and quality of private sector housing while actively engaging with the new duties outlined in the Renters Rights Bill.
Qualifications
* Degree level or equivalent qualification in housing, law, construction, surveying or extensive experience in an investigation or tenancy‑related field.
* Certificate of competency for the Housing Health and Safety Rating System (HHSRS).
* Technical or specialist knowledge of inspecting properties, undertaking enforcement‑related investigations, preparing and serving statutory notices under the Housing Act 2004 and related legislation.
* Understanding of the application of statutory duties and powers under the Housing Act 2004, Housing & Planning Act 2016, the Renters Rights Act 2025 and related regulations.
* Knowledge of building construction and building defects.
* Experience in a compliance or enforcement‑related role.
* Experience of working with a range of customers and partner agencies.
* Experience of providing advice, preferably on housing standards and tenancy requirements to landlords and tenants.
* Experience of undertaking HHSRS inspections.
* A good level of effective IT skills and the ability to understand and develop the use of ICT to achieve work objectives.
* A valid UK Driving Licence is essential.
