The Digital Automation & Low Code Developer will play a key role in supporting the organisation’s digital transformation agenda by designing, developing, and implementing digital solutions using low-code/no-code platforms such as Microsoft Power Platform. Working closely with stakeholders across the organisation, the postholder will be responsible for creating efficient, user-focused applications and workflows that streamline processes, reduce manual effort, and enhance service delivery.

This is a specialist role requiring both technical expertise and the ability to work autonomously, with responsibility for managing development workstreams from initial requirements gathering through to implementation and ongoing support.

The postholder will contribute to continuous improvement by identifying digital opportunities, evaluating emerging technologies, and helping services embed digital solutions into their day-to-day working practices.


Main duties of the job

* Take the lead on designing, building, and maintaining digital solutions using Microsoft Power Platform (Power Apps, Power Automate, Power BI) and other low-code tools to meet service needs.

* Work collaboratively with stakeholders to map existing processes, gather detailed requirements, and identify opportunities for automation and improvement.

* Ensure all solutions are secure, compliant with information governance standards, and aligned with organisational digital strategies.

* Coordinate and deliver training sessions to support rollout and adoption of new solutions, providing user-friendly guidance and documentation.

* Evaluate the effectiveness of digital tools by gathering user feedback, analysing usage data, and making iterative improvements.

* Contribute to business cases, providing insight on cost-effectiveness, scalability, and return on investment for proposed digital developments.

* Stay up to date with emerging technologies and digital trends, making recommendations on how new tools could enhance service delivery.

Detailed job description and main responsibilities

This is a specialist role within the Digital Directorate, focused on the design, development, and support of low-code digital solutions that drive service improvement and efficiency across the organisation. The postholder will operate with a high level of autonomy and technical expertise, working closely with service areas to understand business needs, gather complex requirements, and develop robust, user-centred digital solutions.

The role requires in-depth knowledge of the Microsoft Power Platform (Power Apps, Power Automate, Power BI), with the ability to independently manage the full development lifecycle — from concept and prototyping through to deployment, documentation, and continuous improvement. A strong understanding of information governance, digital accessibility, and security principles is essential to ensure compliance and safety in all developments.

Applicants must have experience of working in a complex organisational environment, demonstrating the ability to analyse processes, influence service improvement, and manage projects or digital workstreams with minimal supervision. The postholder will be expected to communicate complex information clearly, tailor messages to different audiences, and lead or coordinate training and support for end users.

While the role does not carry line management responsibility, it does require the postholder to mentor colleagues, coordinate testing and rollout activities, and contribute to the wider digital upskilling of staff across the organisation. They will be expected to keep up to date with emerging technologies, contribute to business cases, and propose changes to local digital working practices or user procedures where appropriate.

Qualifications and/or Knowledge


Essential criteria

* Degree in IT, Computer Science, Business Information Systems, or equivalent specialist experience relevant to digital automation and low-code development.
* Specialist knowledge of low-code/no-code development platforms, particularly Microsoft Power Platform (Power Apps, Power Automate, Power BI), gained through hands-on experience and/or formal training.
* Strong understanding of data protection, information governance, digital accessibility, and cybersecurity principles, with the ability to apply these independently to solution design and delivery.


Desirable criteria

* Knowledge of Robotic Process Automation (RPA) tools and agile methodologies.

* Experience of working autonomously within a complex organisational environment and managing projects or service developments.
