Northern State University invites applications for the position of Human Resources Manager. This position reports to the Associate Vice President for Human Resources and plays a key role in supporting the university’s human resource operations, including payroll administration, employee relations, HR information systems, and recruitment processes.
Position Overview
The Human Resources Manager is responsible for coordinating and managing core HR operational functions to ensure efficient, compliant, and responsive service to university staff. The position works closely with supervisors, faculty, and staff to support employment processes, maintain HR systems and records, administer payroll activities, and address employee relations matters.
Key Responsibilities
* Payroll Administration: Coordinate and oversee payroll processing to ensure accuracy, timeliness, and compliance with applicable policies and regulations.
* Employee Relations: Provide guidance to supervisors and staff on HR policies and procedures; assist in addressing employee concerns and workplace issues.
* HRIS Administration: Maintain and manage the Human Resources Information System, ensuring accurate employee data, reporting capabilities, and system functionality.
* Recruitment and Hiring: Assist with coordinating recruitment activities for staff positions, including job postings, applicant tracking, interview coordination, and onboarding processes.
* Compliance: Assist in ensuring compliance with federal and state employment regulations, including FLSA, FMLA, ADA, and EEO guidelines.
* Policy Implementation: Assist in the development and implementation of HR policies, procedures, and best practices.
* Employee Support: Serve as a resource to employees regarding benefits, payroll questions, and HR-related inquiries.
* Process Improvement: Identify opportunities to improve HR processes, workflows, and service delivery.
Minimum Qualifications
* Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field.
* Three or more years of professional experience in human resources, including experience with payroll, HR systems, and employee relations.
* Working knowledge of employment laws and HR Generalist practices.
* Strong organizational, communication, and interpersonal skills.
* Ability to manage confidential information and exercise sound judgment.
Preferred Qualifications
* Professional HR certification (PHR or SPHR).
Other Appointment Information
This is a 12‑month full‑time appointment at 100% of a regular position. Work hours are 7:30 am – 4:30 pm, 40 hours per week.
Travel and Driver Requirements
Travel may be required, including overnight stays. A valid driver’s license is required.
