Job summary
An exciting opportunity has arisen for Head of Estates Engineering Services.
The role will involve being a member of the Capital and Estates team and will operate at a very senior level, with limited guidance or precedent, dealing with highly complex, contentious, and sensitive facts, and undertaking negotiations on a daily basis.
Main duties of the job
Accountable for optimising and de-risking the Health Board's core engineering infrastructure to ensure business continuity, reduce backlog maintenance, and deliver safe and effective care services. Foster an environment of continuous, dynamic, and creative improvement. Operate independently, exercising judgment and autonomy in decision-making in line with the role's seniority, the Health Board's policies, scheme of delegation, and standing financial instructions. Comply with codes of conduct and organisational policies to realise the health board's Strategic Service Strategy.

Person Specification
Qualifications (Essential)
* Master's qualification and current professional registration (e.g., CIOB, MRICS, Chartered Engineer) plus relevant professional knowledge and specialist courses in areas such as Strategic Estates Management, Finance, HR, or Estate Management.
* Chartered membership or working towards membership of a professional body (e.g., Chartered Engineer, Surveyor, Builder).
* Knowledge of Estate Statutory Legislation, obtained through specialist courses or equivalent experience, typically over significant senior management roles within an NHS organisation.
Knowledge (Essential)
* Proven track record of delivering complex change in a senior leadership role.
* In-depth knowledge and application of key Welsh Government strategies, policies, and targets.
Experience (Essential)
* Significant experience with Health and Safety legislation within a Health Board.
* Experience working with senior leaders and clinical leads, developing business cases, and managing complex capital projects.
* Advanced project management skills, with a history of delivering projects within budget, on time, and with quality.
* Experience in developing organisational policies and operational plans at a corporate level supporting the Health Board.
Aptitude and Abilities (Essential)
* Ability to interpret complex legislation and technical specifications, translating them into policy and service development.
* Effective management and organisation of complex services, maintaining a focus on quality and safety.
* Strategic planning skills to improve services.
Desirable
* Welsh language skills at levels 1-5 in understanding, speaking, reading, and writing.
Other essential criteria
* Flexibility to work and travel within and outside the geographical area.
* Ability to work flexibly, including participation in an on-call rota.
* Diplomatic skills for stakeholder presentations and communication.
