Head of PMO – Transformation Programme

Location: UK (Remote)

Clearance: Must be eligible for Security Clearance (SC)

About the Role

We are supporting a major transformation programme within a complex, multi-supplier environment and are looking for an experienced Head of PMO to lead and establish a high-performing Programme Management Office.

This is a senior leadership role responsible for driving governance, delivery assurance, reporting, RAID management, dependency management, change control, and stage gate processes across a large-scale strategic programme.

The successful candidate will play a critical role in ensuring programme delivery remains controlled, commercially aligned, assurance-ready, and transparent across internal teams, clients, suppliers, and senior programme stakeholders.

This role requires someone with strong gravitas and executive presence who is comfortable challenging senior stakeholders, influencing programme direction, and driving accountability across a complex transformation environment.


Key Responsibilities

* Lead and develop the PMO function across a large-scale transformation programme
* Establish and embed governance frameworks, delivery controls, and assurance processes
* Drive RAID management, dependency tracking, change control, and stage gate governance
* Create and maintain high-quality executive reporting and portfolio dashboards
* Ensure programme governance is audit and assurance ready
* Build strong relationships with senior programme leadership, clients, suppliers, and third-party partners
* Confidently challenge stakeholders and escalate risks, issues, and delivery concerns where required
* Ensure programme transparency, reporting accuracy, and delivery accountability across all workstreams
* Manage programme deliverables, contractual obligations, acceptance criteria, and dependencies
* Establish and maintain a single source of truth for programme documentation and reporting
* Lead PMO teams, identify capability gaps, and support team development and performance improvement
* Drive PMO maturity, process improvement, and operational consistency across the programme
* Support mobilisation, governance alignment, and programme recovery activities where required
* Work closely with Programme Directors and senior leadership to support strategic delivery objectives


Required Experience

* Proven experience as a Head of PMO, PMO Director, or Portfolio Office Leader within large-scale transformation programmes
* Strong experience working within multi-supplier, outsourced, managed services, or BPO environments
* Experience leading PMO functions across complex enterprise transformation programmes
* Demonstrated ability to challenge and influence senior stakeholders, suppliers, and programme leadership
* Strong governance, assurance, and delivery control experience
* Experience managing RAID, dependencies, change control, and stage gate governance
* Experience establishing and embedding PMO ways of working across multiple organisations
* Strong understanding of programme contractual deliverables, acceptance criteria, and dependency management
* Experience building, leading, and developing PMO teams
* Strong executive communication and stakeholder engagement skills
* Experience operating within politically complex and fast-paced delivery environments
* Strong reporting, portfolio oversight, and decision-support experience


Highly Desirable

* Experience working on Oracle Fusion ERP transformation programmes
* Experience within public sector or regulated environments
* Experience supporting large-scale transformation or mobilisation programmes
* Experience in assurance-led delivery environments
* Previous experience within consulting, system integrators, or outsourced service providers


Certifications

* P3O Practitioner – Required
* PRINCE2 Practitioner or MSP Practitioner – Preferred
* PMP or equivalent programme/project management certification – Beneficial
