Ashton Recruitment require a Contracts Officer for our client, Belfast City Council
Position: Contracts Officer
Location: Belfast
Duration: Temporary
Rate of Pay: £16.64 per hour
Hours of Work: 37 hours per week
Duties will include (but not be limited to):
1. Manage the administration of all contracts and procurement frameworks using strong project and contract management methodologies, with a focus on compliance and assurance.
2. Work collaboratively with all local councils to raise the ambition around the delivery of enterprise support, in support of the statutory obligations in this area and consistent with commitments as set out in respective programme plans.
3. Monitor adherence and compliance of suppliers� performance in accordance with contract terms and conditions and council policies and regulations.
4. Record, monitor and manage call-offs from Suppliers on all frameworks, in keeping with the specifications, and provide regular reports to the Service Delivery Manager to ensure compliance with contract terms.
5. Develop an up-to-date knowledge and understanding of procurement strategies, systems and procedures and integrate new developments in order to improve service delivery.
6. Complete administration of all call-offs / direct awards, including the issuing of call-off contracts and their award letters.
7. Develop and maintain effective working relationships with internal and external customers (11 councils) and key stakeholders to meet their requirements, while ensuring compliance.
8. Develop effective working relationships with all service delivery partners, proactively identifying solutions to address existing or potential challenges across the range of contracts.
9. Provide quality, accurate and appropriate statistics and reports to assist in management forecasts, planning and programming including analysis of spend.
10. Undertake research and provide advice to the service on procurement procedures and strategies as required under the direction of the Service Delivery Manager.
Essential Criteria
Applicants must, as at the closing date for receipt of application forms, be able to demonstrate on the application form, by providing personal and specific examples, at least one year�s relevant experience in each of the following areas:
a) managing the administration of contracts, procurement frameworks or funding agreements, ensuring compliance with contract terms and conditions, relevant policies and funder requirements,
b) monitoring contract performance to optimise service delivery and producing reports and insights to support effective resource management, and
c) supporting stakeholder engagement activity with internal and external partners and building effective working relationships to support contract delivery.
