Portfolio and Programme Coordinator – Belfast City Council Location: Donegall Square, Belfast BT1 5GS ⏰ Hours: 37 per week PAYE: £29.40 per hour About the Role Prime Recruitment Services is recruiting on behalf of Belfast City Council for a Portfolio and Programme Coordinator within the City & Organisational Strategy Department – Portfolio Management. This role supports the Portfolio Manager by providing leadership, governance and oversight across a portfolio of strategic programmes and projects. You’ll support programme delivery, track milestones, manage risks, and ensure all activity aligns with Council’s priorities. You will also work closely with internal teams and external city partners to drive successful outcomes. Key Responsibilities Lead and coordinate the delivery of an agreed portfolio of programmes/projects aligned to strategic outcomes. ️ Support robust governance, decision-making and delivery structures. Develop business cases, project documentation and control frameworks. Track and report progress against milestones, costs, risks and performance measures. ️ Maintain project plans, risk registers and reporting frameworks. Provide project assurance, quality checks and benefit realisation processes. Prepare reports, briefings, performance updates and financial reports. Identify interdependencies across programmes to maximise efficiency and value. Build and maintain strong working relationships with internal and external stakeholders. Supervise and support project staff to ensure effective delivery. Support consistent application of programme/project management standards across the Council. Deputise for the Portfolio Manager when required. ✔️ Essential Criteria Applicants must meet one of the following: ⭐ Option 1 – Qualifications Experience A third-level qualification in a relevant field or MSP/PRINCE2 Practitioner (or equivalent) AND at least 2 years’ experience in: a) Managing and delivering complex, multidisciplinary programmes/projects. b) ️ Applying recognised methodologies to deliver programmes to tight deadlines. c) Building collaborative relationships and resolving complex issues. ⭐ Option 2 – Experience Only At least 3 years’ experience in all of the above areas (a, b, c). ➕ Desirable 1 year experience monitoring and reporting on programme quality to meet strategic objectives.
