Our site team plays a crucial role in ensuring that the Centre remains clean, safe and welcoming. With a growing calendar of events and the need for consistent site supervision, the Council is seeking a reliable and capable Deputy Site Manager to support Civic Centre operations and deputise for the Site Manager when required.

The Role
Role Title: Deputy Site Manager
Location: Wombourne Civic Centre, Gravel Hill, Wombourne, WV5 9HA
Responsible to: Site Manager
Status: Permanent (subject to a successful 6-month probationary period)
Hours: Average 21.5 hours per week (alternating shifts, evenings and weekends required)
Salary: £15.25 per hour (Annual salary: £17,049.50)
Pension: NEST Workplace Pension Scheme (3%)
Annual Leave: 21 days (rising to 25 after 5 years), plus bank holidays (pro-rata)
Working Environment: On-site only. This role involves manual handling, indoor and outdoor work and requires flexibility. Uniform and equipment provided.
Job Description
Main Purpose of the Role: The Deputy Site Manager will assist with the daily operational needs of Wombourne Civic Centre, supporting caretaking, maintenance, health and safety and cleaning activities. The role involves working evenings and weekends and providing cover in the absence of the Site Manager.
Key Responsibilities
Open and secure the Civic Centre Set up rooms for bookings and events Supervise evening and weekend functions Assist with minor repairs and routine checks Maintain cleanliness and stock levels Liaise with hirers and ensure the Centre is safe and welcoming Deputise for the Site Manager during absences
Working Hours & Flexibility
This post requires flexibility to support Civic Centre bookings, including evenings and weekends. The role averages 21.5 hours per week, with a regular 4-week rota:
Weeks 1–4 Tuesday & Thursday: 2:30pm – 10:30pm (30-minute break)
Week 1 only Friday & Saturday: 6:30pm – 12:30am
Week 2 only Friday: 8:30am – 4:00pm
Week 4 only Friday: 8:30am – 4:00pm
Flexibility to cover functions and respond to urgent site needs is essential.
Please note: The current Part-Time Superintendent works one weekend in four (Friday and Saturday functions, typically evenings). During this time, weekend cover will not alternate consistently. The Deputy Site Manager’s hours will flex to accommodate Civic Centre functions and the Superintendent’s schedule.
Flexibility Requirement
The Deputy Site Manager must demonstrate flexibility to:
Cover duties currently fulfilled by the Part-Time Superintendent Work additional hours for Civic Centre bookings, particularly at weekends and evenings Provide cover during periods of absence within the site team Due to the requirement to attend site quickly in the event of an emergency (e.g. fire alarm, security breach or urgent maintenance issue), the successful candidate should ideally live within a 15–20 minute travel time of Wombourne Civic Centre. This is considered a necessary and proportionate operational requirement for the role. Flexibility may be considered where equivalent response times can be guaranteed. A Full UK Driving Licence is essential.

The Deputy Site Manager will support the safe, secure, and efficient operation of Wombourne Civic Centre and its grounds. The role includes caretaking, minor maintenance, health and safety compliance, security and site readiness for bookings and events. The Deputy Site Manager will work flexibly across a rotating shift pattern and will deputise for the Site Manager during periods of absence.
Key Responsibilities
Operational Support
Open and secure the Civic Centre Set up rooms and equipment for meetings, hirers, and community events Maintain a clean, safe, and welcoming environment for users Undertake basic maintenance and semi-skilled repairs Gardening, including grass cutting, hedge cutting, weeding Perform daily checks of communal areas and report issues as needed Monitor building systems (e.g., alarms, lighting, heating)
Security and Safety
Act as a keyholder when on duty and support emergency responses Conduct routine health and safety checks (e.g., fire alarms, emergency lighting) Report accidents, incidents, or security concerns in line with Council procedures Ensure safe building access, particularly in adverse weather conditions Support implementation of COSHH, Fire Safety, Manual Handling, and Legionella protocols Event and Hirer Liaison
Assist with setting up and supervising Civic Centre functions Liaise with hirers, providing assistance and customer service as needed Support the delivery of key events such as the Christmas Lights Switch-On
Team Support and Supervision
Support the Site Manager in overseeing cleaning staff and facilities assistants Step into supervisory duties during the Site Manager’s absence Assist with training and guidance of new or casual staff when required
Administrative and Compliance Duties
Record and report maintenance tasks and compliance checks Assist in monitoring stock levels and notifying the Site Manager of supply needs Log incident reports and feedback from hirers Support with documentation related to inspections and contractor visits

Working Pattern
