Purpose:
Provides a comprehensive high-quality people management service including telephone and direct support to line managers and the provision of detailed guidance and advisory documentation. Supports HR Operations case management activities including attendance management and Police Staff discipline and supports Corporate Support functions including pay and grading and the provision of terms and conditions advice.
Provides high quality advice, support and guidance to managers and supervisors in respect of people management issues including Performance and Attendance Management, Police Staff discipline, Management of Change etc. with due regard to Employment Legislation, Force Policy and procedures, Police Regulations and Police Staff Terms and Conditions.
HR Operations Services are delivered effectively through a combination of telephone advisory service, direct support and the provision of written advisory and support material.
Undertakes a range of proactive initiatives aimed at supporting the Attendance Management Process including monitoring milestones and line management interventions, highlighting issues of concern and liaising with managers to remedy issues.
Line Manager action occurs in accordance with Attendance Management processes
Supports and facilitates attendance management meetings. This includes chairing/contributing case conferences or equivalent meetings advising managers upon a range of early interventions (physical and psychological) and supporting Occupational Health interventions in line with Force Policy. Attends Capability and UPP meetings, assists with the production of associated documentation etc.
Attendance Management processes are managed efficiently.
Assists with Police Staff disciplinary process and arrangements. Includes conducting enquires on behalf of HR Officers, drafting Interview records and associated notes of enquiries and assisting with the production of disciplinary reports. Assists with hearing arrangements including note-taking / recording.
Police Staff Disciplinary matters are managed efficiently in a timely manner.
Supports Corporate Support functions including pay and grading and assists the HR Operations Support Team with the provision of advice to individuals and managers in relation to employment lifecycle processes such as to flexible working, annual leave and time off, career breaks etc.
HR advice and support is delivered in an effective and timely fashion.
Produces a range of employment support materials including HR ‘step by step’ procedures, HR Operations Intranet information, etc., ensuring documentation incorporates policy additions and revisions.
Managers have necessary information to manage their people issues effectively.
Provides a range of general People Department Support. This involves undertaking projects on behalf of the HR Manager, supporting HR meetings, drafting notes of case management meetings, maintenance of HR Operations records etc.
People Department activities are effective and efficient.
This list of duties is not restrictive or exhaustive and the post-holder may be required to carry out duties from time to time that are either commensurate with/or lower than the grade of the post. In some posts this might include the ad-hoc provision of guidance and informal training of new colleagues. Completion of duties to meet the needs of the police service.
