The Department of Children and Familiesdepends on the core missioncritical applications LINK and IVEConnecticuts Federallyreimbursed SACWIS (Statewide Automated ChildWelfare Information System). Implemented in 1996 available on everydesktop and used by over 2000 social workers and case managers theapplication has been enhanced and modified continually to meet datacapture and process functionality requirements driven by good childwelfare case practice as well as State and Federal legislation andstatute. Additionally LINK continues to experience change chieflyin compliance with the 1991 Juan F. Consent Decree as well as theagencys ongoing goal of improving the safety permanency andwellbeing of children in care. The agency is currently committed todeveloping the next generation Comprehensive Child Welfareinformation system (CCWIS) and has invested significant resourcesto ensure that Connecticut has efficient economic and effectivetools to aid our Child Welfare Staff Providers and the children andfamilies of CT.

3. SCOPE OF WORK
Theagency needs the service of a senior level Lead Full StackDeveloper. The candidate will serve in the capacity of a LeadDeveloper participating in various SDLC processes includingrequirements verification design and development testingmaintenance and support activities per the direction of agencymanagement. The specific focus of this candidate will be the to bepart of the team which supports existing .NET applications as wellas to participates in the SDLC process of the new SACWIS system andwork with the System Integrator to ensure the transfer of knowledgeand ongoing maintenance of the solution for a given module.Specifically the candidate will be responsible forcreating/maintaining SSRS reports and SSIS ETL packages supportingSOA integration initiatives and participating in the SDLC processwhich includes meetings with the SI verification of deliverablessuch as requirements design testing and environment configuration.

In this role the followingservices are required:
1. Develops general anddetailed design specifications for moderate to complexsystems.
2. Assist in the design and developmentof the database architecture including relational data structuresdata marts data dictionaries and logical and physical datamodels.
3. Develop strategies for dataacquisitions data quality and data discrepancy.
4. Assist in migration and integration of data andprocesses from legacy systems to new applications and newtechnologies.
5. Develop and maintain efficientwell documented custom SQL scripts stored procedures triggers usingMicrosoft TSQL in accordance with defined business rules andrequirements to support application development.
6. Create and troubleshoot stored procedures and queriesperformances using SQL Server Profiler Performance Monitor DBCCCommands Database Engine Tuning Advisor and Execution plans.Recommend query and index improvements to increaseperformance.
7. Must have the ability to accessdata stored in a variety of database management systems such as DB2SQL Server and other.
8. Design develop andimplement ETL/ ELT solutions for data ingestion cleansing businessrules execution and Data Distribution.
9.Implementing Data Analytics best practices in designing datamodeling ETL Pipelines Near time data solutions.
10. Coordinate with Business Analyst and users to validaterequirements.
11. Implementing solutions tointegrate external data with inhouse data.
12.Perform tests and validate data flows and prepare ETL processesaccording to business requirements.
13.Designing and implement a data conversion strategy from legacy tonew platforms.
14. Perform design validationreconciliation and error handling in data load processes.
15. Optimize SSIS Package execution and SQL execution tooptimize data load performance.
16. Design SSISpackages using data exchange tasks such as File transfer andSecured File transfer. Ability to import and export files fromFTP/SFTP.
17. Involvement in all stages likeRequirements gathering Data mapping Data extraction Data loadingData testing Troubleshooting documentation performance optimizationand maintenance.
18. Development of differentkind of reports using SSRS as per user requirement and deploying toreport server/ integrated SharePoint report server.
19. Experience using dynamic grouping fields dynamic groupsorting ondemand sub reports drill down and summary reports andcreating cross tab reports highlighting key summaryinformation.
20. Use Microsoft Team FoundationServer (TFS) and/or Azure Dev Ops to manage changes tocode
REQUIRED SKILLS ANDEXPERIENCE

A 10 or more years of prior experiencedemonstrating the following knowledge and skills
1. Experience in the analysis and design of applicationsolutions within appropriate standards.
2.Ability to write complex SQL queries
3.Expertise with TSQL SSRS SSIS required and PowerBi SSAS aplus
4. Experience with debug and improve queryperformance
