Pay, Reward and Payroll Manager Location: Berkshire Contract: Temporary (3 months) Salary: £500 per day umbrella / £439.94 PAYE Inclusive / £392.56 PAYE Exclusive Start Date: ASAP Contact: rachel.burgess@servicecare.org.uk Job Description Service Care Solutions are recruiting on behalf of a local authority in Berkshire for a Pay, Reward and Payroll Manager to join the team on a temporary basis. The postholder will provide both strategic direction and operational leadership across pay structures, reward mechanisms, and payroll delivery. Working closely with senior leaders, Trade Unions, and key stakeholders, you’ll ensure that pay arrangements are competitive, compliant, and aligned to workforce priorities. Key Responsibilities Lead the development and ongoing review of pay structures, reward frameworks, and local conventions to ensure competitiveness, fairness, and alignment with organisational objectives. Deliver robust pay and reward analysis, including benchmarking, market intelligence, and equal pay risk assessments, translating complex data into actionable insights. Oversee payroll operations and continuous improvement initiatives, enhancing efficiency, accuracy, and system optimisation (including Unit4 ERP). Act as the lead advisor on pay and reward, supporting senior stakeholders and Trade Union engagement, including consultation and negotiation processes. Candidate Criteria A recognised payroll qualification (CIPP) or equivalent relevant qualification or experience Significant senior-level experience in pay, reward, or payroll within a UK Local Authority, with strong knowledge of NJC terms and conditions. Proven expertise in pay modelling, benchmarking, and developing pay structures, with strong analytical and problem-solving skills. Demonstrated experience managing teams, driving performance, and leading service improvement or transformation initiatives. Experience working collaboratively with Trade Unions and stakeholders, with excellent communication and influencing skills.
