The Emergency Services Network (ESN) is a strategic priority for BT, aiming to be one of the most advanced Emergency Services Networks globally. BT is the official supplier providing mission-critical and trusted communications for Britain’s Emergency Services. ESN will replace the Airwave network, leveraging EE’s 4G infrastructure to deliver vital voice, data, and communication services to 300,000 frontline emergency personnel.
The network is essential for effective communication among emergency services. The ESN Quality Manager will ensure that processes function optimally across EE/BT, maintaining high network performance for emergency users. The role involves achieving quality targets and driving operational improvements.
The successful candidate must be cleared to BPSS (or equivalent) at minimum and may require National Security Vetting (e.g., CTC, SC, or NPPV).
What you’ll be doing
* Ensure all ESN-impacting processes are integrated into the ESN Quality Management System (QMS) and are subject to the assurance framework.
* Achieve QMS process maturity and control targets as per ESN strategy, maintaining a zero-tolerance approach to non-compliance.
* Maintain an effective governance structure to uphold the highest quality standards—think ‘mission critical’.
* Oversee ESN’s certification to ISO9001:2015, supporting audits and recertification processes.
* Define and implement business improvements, ensuring robust Risk and Issue Management.

What we would like to see on your CV
* Experience in deploying and managing Quality Management Systems, including audits, process integration, and governance.
* Deep knowledge of ISO9001:2015 and assurance frameworks like the ‘three lines of defence’.
* Qualified Lead Auditor with proven audit and stakeholder management skills.
* Good understanding of mobile network architecture and operational processes.
* Desirable: Six Sigma certification and experience with complex HMG/3ES programmes.
