JOB DESCRIPTION
Job Title: HR Officer
Responsible to: Chief Executive Officer
Hours: 14 hours (2 days a week)
Term: Fixed term until 31st March 2028
Salary: £8424 per annum
Location: Widdershins Centre, Sebastopol
The HR Officer will provide high-quality human resources and administrative support across Age Connects Torfaen, ensuring HR processes are compliant, efficient, and supportive of staff and volunteers. The role will play a key part in recruitment, onboarding, employee records, and day-to-day HR administration, helping the organisation remain compliant, well-prepared for change, and focused on staff wellbeing.
Key Responsibilities
Recruitment and Onboarding
* Coordinate recruitment processes including drafting job descriptions and adverts, arranging interviews, and issuing offer letters.
* Request, track, and follow up references and pre-employment checks, including DBS checks.
* Support onboarding and induction processes for new staff and volunteers.
* Maintain accurate recruitment and induction records.
HR Administration
* Maintain up-to-date personnel files in line with GDPR and data protection requirements.
* Administer contracts of employment, variations, and confirmation letters.
* Support the management of sickness absence, annual leave records, and probation periods.
* Ensure HR policies, procedures, and templates are kept up to date and accessible.
Staff and Volunteer Support
* Act as a first point of contact for routine HR queries from staff and managers.
* Provide administrative support for supervision, appraisals, and training records.
* Support staff wellbeing initiatives and internal communications.
* Assist with coordination of training and mandatory updates.
Compliance and Governance
* Ensure compliance with employment legislation, safeguarding, and organisational policies.
* Support audits, inspections, and reporting requirements related to HR.
* Assist with equality, diversity, and inclusion monitoring and reporting.
Systems and Reporting
* Maintain HR databases and spreadsheets, ensuring accuracy and confidentiality.
* Produce HR reports as required (e.g. staffing numbers, recruitment activity, training compliance).
* Support continuous improvement of HR systems and processes.
Person Specification
Essential Criteria
* Experience in an HR or HR administration role.
* Good knowledge of HR processes, employment administration, and confidentiality.
* Strong organisational skills and attention to detail.
* Excellent written and verbal communication skills.
* Ability to manage multiple tasks and prioritise workload effectively.
* Competent IT skills, including Microsoft Office and HR systems.
Desirable Criteria
* HR qualification or working towards one (e.g. CIPD Level 3).
* Experience of working within the voluntary, health, or social care sector.
* Experience supporting recruitment and DBS processes.
* Welsh language skills (spoken and/or written).
Safeguarding
