Interim HR Manager The Organisation VANRATH is delighted to be partnering with a Belfast-based Non-Departmental Public Body (NDPB) to recruit an experienced HR Manager on a temporary basis. The organisation plays a key role within the Northern Ireland public sector landscape and operates at arm's length from government, accountable to the Northern Ireland Executive. This is an excellent opportunity for an experienced HR professional to contribute at senior level within a well-established public sector organisation during a key period of delivery and change. The Role Reporting to the Director of Corporate Services, the HR Manager will lead the organisation's HR function and provide strategic and operational HR support to senior leadership and the Board. The successful candidate will ensure the effective delivery of the People Strategy, provide expert advice on complex employee relations matters, and ensure full compliance with public sector governance and employment legislation in Northern Ireland. This is a hands-on leadership role requiring strong judgement, resilience, and the ability to operate confidently within a regulated public sector environment. Key Responsibilities Lead and deliver the organisation's HR and People Strategy. Provide high-level HR advice to the Senior Leadership Team and Board. Manage complex employee relations casework including disciplinary, grievance, absence management and investigations. Ensure compliance with Northern Ireland employment legislation and public sector HR policies. Oversee recruitment and workforce planning activity. Lead organisational development and change initiatives. Manage performance management frameworks and support managers in driving high performance. Maintain effective engagement with recognised Trade Unions. Lead on equality, diversity and inclusion initiatives, including statutory equality obligations. Oversee HR metrics, reporting and governance returns. Line manage and support HR staff where applicable. Essential Criteria Degree-level qualification (or equivalent experience) in Human Resources, Business Management or related discipline. Professionally qualified member of the Chartered Institute of Personnel and Development (MCIPD or above). Significant experience operating at a senior HR management level within the public sector or similarly regulated environment. Proven experience managing complex employee relations matters. Strong knowledge of employment legislation in Northern Ireland. Experience working with Trade Unions. Demonstrable leadership and stakeholder management capability. Desirable Criteria Experience working within an NDPB or arm's-length body. Experience advising Boards or governance committees. Experience leading organisational change programmes. Additional Information This is a temporary assignment engaged through VANRATH. The successful candidate will be employed and paid by VANRATH for the duration of the contract.
