It is in response to best practice and evidence from similar implementations that BSO propose to recruit an Assistant Director to oversee and manage this critical change process necessary to ensure successful completion of the implementation and transition through to live service.The Assistant Director will take primary lead across all remaining phases of the transformation project which has an overall budget of £250 million and covered a timescale of 5 years in phase 1 (completed in May 2025), during which phase 2 (further 5 years) will be further defined.The Assistant Director will ensure that programme and project methodologies are rigorously applied to all aspects of the Programme.The Assistant Director will provide leadership to the Programme Team and manage the delivery of the business vision, objectives and defined benefits through into live service.The Assistant Director will provide leadership to the Senior Management Team and manage the delivery of the encompass service against defined business objectives and defined benefits through an agreed service level agreement.
Responsibilities
* Provide advice to the SRO and the Programme Board on strategic issues pertaining to the Programme and its objectives.
* Drive the implementation of a Programme Plan that supports the achievement of the Programme’s objectives and benefits.
* Manage the alignment between business objectives and programme objectives in collaboration with the Director of Digital (BSO) and the SRO.
Skills and Qualifications
* A university degree or relevant professional qualification and have worked for a minimum of 3 years in a senior management position in a complex organisation, reporting to, at least, an Assistant Director (or equivalent) within the organisation...

* Awareness of HSCNI Digital Strategy and attendant programme activity.
* Managing Successful Programmes, PRINCE2 Practitioner or equivalents.
* ITIL Foundation plus an ITIL Advanced qualification (or equivalent).
