Threshold is a local regional health and social care charity committed to enabling individuals with disability or recovering from mental illness to live full and independent lives in the community. “People First” is one of our five key strategic pillars in our 2026‑29 strategy. We are looking for a dynamic, commercial and strategic professional to lead the HR function for a workforce of 250 staff operating across multiple sites. Whilst we require you to have a strategic mindset, this role also requires hands‑on and operational delivery in a busy lean head office team and management of an HR officer.

Summary
The HR Manager will take full responsibility for the HR function, manage an HR officer and work closely with the Finance and Operations teams. You will lead on employee relations, compliance, policy, process and systems while offering hands‑on support across generalist areas such as recruitment. You’ll play a key role in shaping a positive and commercial culture, building capacity, and supporting frontline managers with people skills.
Responsibilities
Leadership
* Develop and implement annual business plans aligned with the charity’s mission, values and goals.
* Provide expert advice to the Leadership team on policy and employment law.
* Drive organisational HR change initiatives, inputting into scenario planning, budgeting and term & conditions reviews.
* Own and manage the HR risk register as part of the corporate risk plan.
* Champion core values of the charity: empathy, passion, integrity, innovation and collaboration.
* Produce reports for the Chief Executive and Board on key HR matters and metrics.
* Manage and support the HR officer, delegating responsibility and providing appropriate guidance.
Compliance Oversight
* Maintain up‑to‑date HR policies in line with employment law developments.
* Ensure compliance with safeguarding, GDPR, Equality Commission returns, Access NI, UK Home Office, RQIA and other regulatory requirements.
* Oversee all Employee Relations matters including investigations, absence management, disciplinary, grievances, capability and performance management.
Systems, Payroll & Data Management
* Lead the optimisation of HR elements in related software and digital tools.
* Manage HR and time-and-attendance reporting, develop system‑based reporting, and provide staff training.
* Ensure HR delivers timely and accurate information for payroll including new starts, leavers, contract amendments, sickness and other absences.
* Produce workforce data to support decision‑making for management meetings.
* Lead on people‑related content in the organisation’s SharePoint, liaising with the Digital Marketing Officer.
Employee Life Cycle and Engagement
* Oversee recruitment process, monitor vacancies and ensure timely responses to maintain safe staffing levels.
* Oversee the employee life‑cycle process from onboarding, probation, performance management to exit.
* Develop low‑cost initiatives to enhance staff engagement within budget.
* Design and lead staff surveys and follow‑up actions.
* Co‑chair and manage actions from the Staff Forum.
* Monitor effectiveness of the corporate health cash plan and review suppliers for value for money.
Policy Development & Implementation
* Develop, review and implement HR policies that reflect good practice and legal compliance.
* Ensure accessibility and training where required for HR policies across the organisation.
* Communicate policy changes effectively to managers and staff.
Staff Training & Development
* Identify skills gaps and coordinate internal/external HR‑related training.
* Support managers in building people leadership skills, policy compliance, people‑management responsibilities and decision‑making.
Health & Safety
* Adhere to and comply with all Threshold health and safety policies and procedures.
* Report and record any matters (defects, accidents, etc.) immediately to the designated person.
* Contribute to the overall physical cleanliness and general condition of the premises.
* Act as a Deputy Fire Warden and/or First Aid Person if designated.
