Job Overview

Developer – Warwickshire Police

Employment Type: Permanent, Full Time, Hybrid – Remote & Leek Wootton

Salary: £48,894.00 - £54,879.00

Job Purpose: Provide application development, testing, documentation, and support for software solutions including the ITSM platform and other Digital Services applications. This role focuses on building scalable, secure, and user‑centric applications tailored to internal stakeholders, ensuring seamless integration with existing systems and continuous improvement.


Responsibilities

* Develop, test, and document new and amended software solutions in accordance with high level solution designs and agreed standards that are capable of meeting defined business needs and ICT's objectives for developing, implementing, and maintaining high quality, resilient and performing systems.
* Build secure integrations between the platform and external systems, leveraging web services, authentication protocols, and transformation maps.
* Perform testing, debugging, and validation of custom development to ensure high quality and minimal service disruption.
* Provide training for Digital Services users for the ITSM, creating and maintaining knowledge articles.
* Lead, plan, and manage activities to proactively promote the ITSM platform and its possibilities, getting best value from the tool.
* Implement products into live operation adhering to formal change control processes (ITIL) in conjunction with team lead and support thereafter.
* Deliver effective support and maintenance services for locally developed software systems/solutions and their components to meet defined business needs and to retain compatibility with enterprise and solution architectures.
* Act as a consulting developer, take responsibility for understanding strategic business requirements, collecting data, delivering analysis and recommending options. Collaborate with stakeholder groups to ensure the contribution of all relevant stakeholders is maximised.
* Work with wider Service Management/Operations teams to document platform knowledge and help embed the new technology and ensure best practice when using the platform.
* Deliver an environment of continuous improvement and innovation and ensure that emerging technology and new initiatives are fully evaluated and relevant proposals are proactively driven through the technical architect practice.
* Represent, promote the reputation and values of Warwickshire Police and the Digital Services Directorate at various meetings and groups both internally and externally, including the development of appropriate and constructive partnerships with relevant organisations and areas of both forces.
* Be commercially astute on design, perpetually focused on the ‘service vs cost’ balance and take personal ownership, fully understanding and acting upon situations that require the pursuit of purpose over process.
* Undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.


Special Conditions

Regular travel throughout Warwickshire.


Knowledge

* Degree level education and/or holder of relevant professional certification (e.g., ITIL, TOGAF/COBIT, Prince 2, or an equivalent framework).
* Thorough understanding of ITIL-based service management principles, including the lifecycle of incidents, problems, changes, and requests.
* In‑depth knowledge of platform architecture and data modelling, especially around tables, dictionaries, and relationships.
* Insight into service catalogue design, knowledge management, and portal configuration for optimal user experience and self‑service.
* Comprehension of release and deployment management processes, including version control, update sets, and instance promotion.


Experience

* Track record of customizing ITSM platform modules, including incident, problem, change, request, CMDB, and knowledge management.
* Experience designing and implementing end‑to‑end workflows that support streamlined service delivery and governance alignment.
* Background in automation tools and low‑code/no‑code development, including flow designers, UI policies, and script‑based enhancements.
* Exposure to building user‑centric service portals and knowledge bases, incorporating UI/UX principles and responsive design.
* Strong problem‑solving skills with ability to gather and assimilate information.
* Demonstrate significant experience developing solutions in a similar large complex multi‑faced organisation.
* Demonstrate experience translating user requirements into ICT service designs, being the subject matter expert from inception, through to delivery to the end customer.
* Relevant experience demonstrating an aptitude for analysing systems, processes and operational procedures for continual improvement.
* Ability to take the lead during technical meetings and help to drive discussions at programme level boards with associated stakeholders.
