Site Manager | Full Time 37 Hours per Week

Salary £36,363 - £40,777 per annum.

Permanent, Full time, 37 hours per week.

Location: Chorley HWRC and Haslingden HWRC.


Role Summary

The Site Manager reports directly to the Operations Manager (HWRCs) and manages a team of permanent staff across two or more operational facilities. The role involves day‑to‑day operation of the council's HWRCs, ensuring efficient, compliant and safe operations, managing operational staff, delivering service improvements, forecasting financial performance, and covering for other Site Managers.


Essential Requirements

* Certificate of Technical Competence (COTC) Level 4/Occupational Certificate of Competence (OCC) or must achieve competence within 12 months of appointment relevant to the facility being managed.
* Experience of operational practices and health, safety and quality management systems in an operational setting.
* Excellent communication skills and the ability to train, mentor and motivate staff.
* The ability to deal with, and make decisions in, difficult or challenging situations.
* A desire to lead by example.
* A commitment to provide high levels of customer service.
* An understanding of the legislative framework associated with the delivery of the role.


Typical Duties

* Provide the statutory Technically Competent Manager (COTC/OCC Holder) function for allocated permitted facilities.
* Day‑to‑day management of operational staff and implementation of all related council policies.
* Train, mentor and motivate staff, monitoring their progression.
* Organise and coordinate the work of the team to ensure required service levels and operating standards.
* Ensure site staff are sufficiently trained and knowledgeable to deliver requirements in the Manager's absence.
* Implementation of operational and performance improvement initiatives.
* Ensure all facilities are operating in a safe and compliant manner.
* Ensure operations are compliant with all statutory and legal obligations.
* Ensure council policies are fully and effectively implemented and make decisions on their implementation within provided guidelines.
* Provide a technical reference and guidance for the team.
* Deal with customer complaints, queries and enquiries, often in person and at times in difficult or challenging situations.
* Monitor operational contracts and liaise with service providers and external organisations.
* Develop, implement and monitor safe systems of work and wider quality management systems.
* Monitor and ensure operational spend is in line with expectations.
* Build and sustain strong and effective relationships with stakeholders.
* Provide verbal and written reports and updates on key areas of work to senior managers and other stakeholders.
* Identify opportunities for improving procedures and processes within the team or wider service area to support continuous improvement of services.
* Support the Operations Manager (HWRCs) in the delivery of aspects of his or her role that are commensurate to the grade of the post.


General

* May be required to work up to one day per calendar month on a weekend or Bank Holiday, at overtime rates.
* Required to be on call on an out‑of‑hours rota (usually 1 in 9). Additional payments apply for any extra hours worked.
* Essential Car User: must hold a valid Category B driving licence and have a suitably insured vehicle available for work purposes at all times.
* May be required to drive a manual LCC vehicle.


Certificate of Technical Competence (COTC)

* The Grade 8 Site Manager is the Technically Competent Manager for the sites within their area of responsibility.
* If applicant has up‑to‑date relevant COTC, appointment is conditional upon evidence of this and other pre‑employment checks.
* If applicant does not have a relevant COTC, there is a conditional offer to achieve full COTC within 12 months.
* Learning agreement will outline training, study time and monthly reviews.
* If progress not made or COTC not achieved within 12 months, continued employment may be considered, which may lead to dismissal.
* Post holder required to hold and renew the competency qualifications continuously while in post.
* The cost of achieving/maintaining a COTC will be met by the council subject to the terms of a learning agreement.


Learning Agreement

* Upon attaining a relevant COTC qualification, the employee must stay in employment for 12 months from award, or 6 months from any renewal.
* If the employee leaves within these periods, they will be required to pay a proportion of the cost of attaining or renewing the COTC as set out in the agreement.
