We are seeking an experienced Freelance Site Manager to oversee the delivery of civil engineering works across Environment Agency frameworks, with a strong focus on flood defence and structural projects. This is a hands-on role requiring strong leadership, technical understanding, and the ability to drive programmes safely and efficiently on site. Key Responsibilities - Manage day-to-day site operations on flood defence and structural schemes (e.g. embankments, flood walls, culverts, pumping stations, reinforced concrete structures) - Ensure full compliance with Environment Agency standards, specifications, and reporting requirements - Lead and coordinate subcontractors, suppliers, and site personnel - Maintain high standards of health, safety, and environmental compliance at all times - Deliver works to programme, budget, and quality expectations - Produce and review RAMS, ITPs, and site documentation - Liaise with clients, stakeholders, and project teams, providing regular progress updates - Conduct site inspections, toolbox talks, and audits Requirements - Proven experience as a Site Manager within civil engineering - Strong background in Environment Agency frameworks and flood defence schemes - Experience delivering structural works (RC structures, steelwork, hydraulic structures) - SMSTS, CSCS (Black or Gold), and First Aid (essential) - Temporary Works Coordinator/Supervisor (preferred) - Excellent communication and organisational skills - Ability to work independently and manage multiple priorities Desirable - HNC/HND or Degree in Civil Engineering or related discipline - Experience with NEC contracts - Knowledge of environmental best practices and sustainability in construction What’s on Offer - Opportunity to work on critical infrastructure and flood resilience projects - Competitive freelance rates - Long-term pipeline of framework work - Supportive and professional project teams
