About the Job

Fit for the Future. We’re looking for a Senior Developer to help deliver Luton Council’s Digital 2040 ambitions by designing, building and supporting high‑quality digital services that make it easier for residents to get the help they need.

Your Mission

* Lead the design, build and maintenance of complex digital solutions using agreed standards, tools and best practice.
* Ensure solutions are secure, maintainable and aligned to Digital Service Standards and architectural principles (including relevant GDS standards where applicable).
* Work with service areas, product owners and users to translate needs into robust technical solutions – balancing pace, quality and risk.
* Promote quality engineering practices: testing, documentation, version control and continuous improvement.
* Develop and maintain integrations between platforms and back‑office systems using APIs and other integration approaches.
* Support live services by diagnosing issues, delivering fixes and enhancements, and helping reduce technical debt.
* Mentor developers, share knowledge and contribute to a collaborative, learning culture.

About You

You’re an experienced technical practitioner who enjoys solving complex problems, collaborating with non‑technical colleagues and improving services for users. You bring a strong customer focus, pride in code quality, and a practical approach to delivery and support.

You’ll Bring

* Significant experience in digital development, delivering user‑centred services end‑to‑end.
* In‑depth experience developing digital services using Netcall Liberty Create (CRM) and configuring/extending CMS platforms (including forms, dashboards, templates and themes).
* Strong experience with PHP, JavaScript, HTML and CSS.
* Experience designing and consuming APIs, including request/response patterns, error handling and secure data flows.
* Strong technical problem‑solving skills and the ability to analyse complex issues and propose effective solutions.
* Ability to produce clear technical documentation and communicate effectively with both technical and non‑technical stakeholders.
* An understanding of accessibility, equality and inclusion in digital service delivery – and how technology can improve access for diverse communities.
* A relevant degree, equivalent qualification, or relevant professional certification (continuous professional development is desirable).

Why Luton Council?

At Luton Council, we’re committed to delivering excellent services that meet the needs of our diverse community. You’ll join a supportive and inclusive Digital, Data and Technology team, where you can grow your career while building services that have a direct impact on residents’ lives.

We welcome applications from all sections of the community and are committed to developing a workforce that reflects the diversity of our borough.

Benefits

* From 25 to 32 days’ annual leave: linked to length of service and grade
* Buying annual leave scheme: buy up to 20 days additional annual leave
* Career Pathways: step up in your career or move into a specialist area
* Pension scheme: with generous employer contributions of up to 19.2 per cent (at April 2026) and 3x salary death in service grant
* Generous relocation package: up to £8,000 (subject to eligibility)
* Employee Assistance Programme: a free, 24/7 confidential counselling and wellbeing support service available to all employees, their partner or spouse and dependent children over 16 still living at home
* Work/life balance: flexible working options including working from home where possible. We welcome requests for flexible working arrangements including part‑time hours and alternative working patterns
* Training and support: unlimited access to development courses, mentoring and support and clear career pathways
* Staff offers: includes discounts on your MOT, gym and fitness, restaurants and salons
