This is a key post within our clients service Support Centre and presents a rare opportunity to contribute directly to the planning, development, and implementation of high-impact projects that support emergency response services across Northern Ireland. Main Purpose of Role As a Project Officer, you will provide expert guidance and hands-on delivery of business cases related to Assets & Services projects. You'll be responsible for managing the full project lifecycle from business case initiation to post-project evaluation ensuring alignment with NIFRS strategic priorities, financial planning, and public sector best practices. Key Responsibilities Lead the development, submission, and monitoring of business cases using the HM Treasury Five Case Model. Manage project working groups, develop Project Initiation Documents (PIDs), and define Terms of Reference (ToRs). Liaise with senior stakeholders across NIFRS, ensuring strategic alignment and accurate financial planning. Support procurement activities and represent NIFRS at Central Adjudication Groups (CAGs). Oversee governance, data assurance, and compliance with GDPR and FOI standards. Use project management methodologies to oversee the smooth delivery of approved projects, monitor spend, and escalate delays. Deliver internal training on business case development and process improvement. Essential Criteria Candidates must demonstrate one of the following: A degree or equivalent in a relevant field (e.g. Business, Finance, Improvement) plus at least 2 years' experience developing business cases in a large organisation OR A HND or equivalent in a relevant field plus at least 3 years' experience developing business cases in a large organisation Candidates must also demonstrate: Strong project planning and organisational skills, with the ability to manage multiple priorities. Excellent communication and stakeholder management skills, including the ability to influence senior leaders. Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook) and familiarity with management information systems. A valid driving licence and access to transport suitable for business use.
