Job Title: HR Manager (Part-Time)
Location: Belfast / Northern Ireland Offices (occasional travel to ROI Offices)
Employment Type: Permanent, Part-Time
Hours: 15 hours per week (reasonable flexibility required)
Salary: £40,000-£45,000 (pro-rata), dependent on experience

Job Summary
As HR Manager, you will play both a strategic and operational role in supporting the organisation's internal workforce and ensuring HR excellence across our network of offices. Working closely with the HR Director, HR Advisor, HR Administrator, and business leaders, you'll develop and implement effective people strategies that strengthen organisational performance and culture.
You'll bring expert knowledge of employment law, employee engagement, and workforce development, helping to shape the future of our people strategy during an exciting period of growth and transformation.
What You'll Do
Strategic HR Management
7. Support the development and implementation of HR strategies aligned with business objectives.
8. Partner with senior leadership to drive organisational change, workforce planning, and succession planning initiatives.
9. Provide strategic HR guidance and input on risk management, people analytics, and workforce insights.
10. Analyse HR data and trends to identify opportunities for improvement in retention, engagement, and performance.
11. Collaborate with the HR Director on cross-functional HR projects and initiatives.
Employee Relations & Compliance
12. Act as a credible and trusted HR partner across the organisation.
13. Manage grievance and disciplinary procedures, providing professional guidance to managers.
14. Liaise with legal advisors and ensure compliance with employment legislation across NI and ROI.
15. Maintain strict confidentiality and uphold the highest professional standards.
Recruitment & Onboarding
16. Oversee internal recruitment processes to ensure compliance with policy and procedure.
17. Advise managers on authorisations, approvals, and appropriate documentation.
18. Support onboarding and induction processes for new internal employees across both NI and ROI offices.
Performance Management & Learning and Development
19. Implement performance management frameworks, supporting line managers in conducting appraisals and 1:1s.
20. Promote and coordinate the company's quarterly training calendar.
21. Identify training and development needs and support delivery of L&D initiatives.
22. Drive employee engagement through continuous learning and performance improvement.
HR Operations & Reporting
23. Oversee the maintenance of accurate HR documentation and records, including contracts and employee handbooks.
24. Monitor and report on absence management and HR KPIs.
25. Produce weekly executive briefs and ad hoc reports for the HR Director and senior leadership team.
26. Ensure all HR processes and policies remain compliant and up to date.
Stakeholder Engagement & Collaboration
27. Build strong relationships across all departments, acting as a trusted advisor to managers and staff.
28. Support leaders in understanding and delivering on employment responsibilities.
29. Contribute to fostering a positive, inclusive, and high-performing workplace culture.
Additional Duties
30. Maintain up-to-date professional knowledge, keeping abreast of legislative changes.
31. Support cross-border HR projects and initiatives.
32. Undertake additional tasks as required in line with business needs.
What We're Looking For
Essential:
33. Minimum of 5 years' experience in HR management, ideally within staffing, recruitment, or professional services.
34. Proven track record of managing complex employee relations and HR processes, including TUPE.
35. Strong knowledge of NI and ROI employment law and HR best practice.
36. Excellent communication, coaching, and influencing skills.
37. Demonstrable experience in change management and conflict resolution.
38. Proficient in Microsoft Office (Word, PowerPoint, Excel).
39. Level 3 qualification in HR or a business-related discipline.
40. Full, clean driving licence or access to transport for regular travel.
Desirable:
41. Previous HR experience in a recruitment agency or similar industry.
42. Chartered CIPD membership (or working towards).
43. Coaching or mentoring qualification.
44. Postgraduate qualification in HR, Organisational Development, or related discipline.
