The role
Programme Officer (Temp) A well-established organisation based in Belfast, are currently seeking an experienced Programme Officer to join their team. This is a Full-Time, Temporary Position - initially for 6-9 months (with an immediate start) - must attend the office at least 3 days per week. Working hours: Monday to Friday (37 hours per week). With a salary of £37,694 - £38,990 per annum (dependent on experience). Job Purpose: You will be responsible for assisting with the mobilisation, implementation, and monitoring of a portfolio of projects under the Programmes for which the business is responsible. This will include supporting the development of project applications, providing advice and guidance where appropriate. Assess applications and provide funding recommendations to the Committees. Essential Criteria: A minimum of 5 GCSEs grades A-C (including English Language and Maths) or equivalent OR a minimum of Leaving Certificate (Standard/Ordinary level) - 5 grades A-C (including English Language and Maths) or equivalent. Experience of contributing to the operational planning process within the public, private, voluntary or community sectors. Demonstrable experience in working with, understanding and interpreting financial data. Experience in review of non-financial information (reports etc) and follow-up action as required. Main Duties and Responsibilities: Critically assess applications using both financial and non-financial information, collating findings and key risk into comprehensive reports, and present well-reasoned recommendations to Steering Committee for decision making. Develop and maintain productive relationships with key stakeholders in assessment process. Follow robust and effective procedures and systems for the timely delivery of the assessments. Provide necessary input into the moderation, finalisation and supporting information needed for Steering Committee. Implement effective project administration and financial control systems. Write assessment of project applications and manage economic appraisal process (if required). Draft progress reports as required. Assist the Managers, Senior Managers or Director in preparing updates on assessment activity for Accountable Departments as required. Ensuring audit compliance in line with required standards. Delivering policy requirements for the behalf of the organisation such as GDPR. Quality assurance of outputs, including peer review of scored assessment reports to ensure consistency of approach. Develop and maintain productive working relationships with other units within the business. Manage a portfolio of projects funded by the programmes, monitoring progress in implementation. Assist in the provision of a secretariat function to the steering committees. Assess applications for Steering Committee, providing expert review and ensuring clear written recommendations are presented for consideration. Assist in the development of programme procedures. Update programme procedures and guidance for project promoters as necessary. Ensure robust monitoring of project implementation including progress and verification of project outputs. Attend meetings, events and seminars to represent the business as requested. Develop a network of contacts within key stakeholders. Assist in implementation functions of current programmes.
