Responsibilities
The role includes:
* Market pay analysis to inform the drafting of new 2025 business cases on:
* Senior Civil Service roles
* Cyber roles
* Current Government Digital and Data roles (updated for 2025 data)
Capture and analysis of UK employment practices on bonuses and non-pay benefits to help build a profession-led reward approach for a future business case.
Reviewing and analysing departments’ business cases to adopt or extend the pay framework, focusing on:
* Spreadsheet analysis of department data and savings estimates
* Template completion
Advising and supporting departments in implementation preparation and capability assessment.
Building a GDS library of documentation and agreements related to framework implementation.
Supporting the Pay and Reward Lead as necessary.
Skills & Experience required:
As the Senior Pay & Reward Manager, you will possess:
* Strong analytical skills, including modelling pay data, drawing inferences, and testing models
* Excellent Excel skills, including pivot tables and ‘what-if’ analysis
* Ability to influence stakeholders through oral and written communication
* Previous experience in a Pay and Reward role, using market data, designing pay and benefit practices, and addressing related challenges
* Understanding of reward tools and practices, with evidence of implementation
* Experience with external pay benchmarking and data-driven strategy development
* Knowledge of pay frameworks and reward tools, with evidence of practical application
Demonstrable evidence of critical thinking, analysis, and challenging assumptions.
