HS2 is Great Britains new high-speed railway. Once operational, HS2 trains will facilitate journeys between Birmingham and London, with services extending to Manchester, the North West, and Scotland using conventional railways. The new route will comprise 140 miles of track, four stations, two depots, 32 miles of tunnel, and 130 bridges. The first HS2 services will run between Birmingham Curzon Street and Old Oak Common in London from 2029 to 2033. HS2 has awarded several railway systems contracts, valued at over £4 billion, for the design, supply, construction, testing & commissioning, and maintenance of the route between London and Birmingham. The HRS03 HV Power (traction and non-traction) Rail Systems Contract is being delivered by the Siemens Mobility Costain Joint Venture (SMCjv) on behalf of High Speed 2 (the Employer). This role will lead digital delivery for SMCjv. The scope of works is to provide 25kV traction and 33kV/11kV non‑traction HV power for HS2’s rail system Phases 1 and 3 between London Euston and Birmingham. The works will include various disciplines such as HV power, SCADA, civils, protection & control, EMC, E&B and LV power.
Responsibilities
* Establish and maintain the Project Quality Management System and monitor compliance
* Ensure quality risks are identified, recorded and steps are taken to eliminate or mitigate
* Support the Senior Project Management in the achievement of the Quality Objectives and establish, monitor and report against project Quality KPIs
* Establish the Quality requirements for the subcontractors and supply chain and subsequent prequalification assessment and approval for the preferred suppliers list
* The main Quality Management interface with the customer, subcontractors and supply chain
* Establish the Quality Surveillance/Right 1st Time Programme across Costain, the subcontractors and supply chain
* Establish the project audit plan and verification oversight requirements to verify contractual compliance is achieved, including leading internal audits and external audits of subcontractors and supply chain
* Non-conformance management, including identification of potential failures / symptoms that could lead to non-conformances and apply preventive action
* Managing the QA/QC resource, regarding budget, availability and location against project life cycle
* Ensure that all project Quality Records are verified in accordance with relevant technical specifications and that project specific procedures and systems are in place for monitoring and measuring Quality Records concurrency with project life cycle and Right 1st Time (R1T) delivery.
* Review effectiveness of existing Quality Management System and ensure it meets the requirements of ISO 9001:2015 and the contract Works Information.
* Support area quality management staff, manage consistency in quality management approach across the three areas and develop forums to share lessons learnt and best practice
* Attain commitment from senior leadership and promote a good quality culture throughout the project Managing motivating coaching and mentoring quality assurance team members as necessary.
Knowledge, Skills and Experience
* A background in Engineering to be able to understand asset types and systems
* Experience of working in a complex project environment with multiple stakeholders in an aviation or similar regulated construction environment
* Highly organised with an attention to detail, ability to plan and prioritise own workload, able to work effectively to deadlines
* Ability to communicate effectively and influence peers, senior managers and wider team in both verbal and written
