This is an exciting and unique opportunity to join IBCA’s newly forming People team and play a key role in leading the Recruitment and Talent Acquisition function for IBCA.

Opportunities to move to the new Infected Blood Compensation Authority (IBCA)

At the moment, all IBCA roles are hosted by the Cabinet Office within the Civil Service. However, once IBCA becomes operational, most of these roles are expected to transfer to IBCA, a new Arms Length Body (ALB) separate from the Cabinet Office. Roles transferring to IBCA will maintain the same or substantially similar terms and conditions of employment, which are overall no less favourable. Employees moving from the Cabinet Office to IBCA will likely continue participating in the Civil Service Pension arrangements without a break in pensionable service. Roles starting after IBCA is operational will be with IBCA on similar terms and conditions. Full details of employment terms and conditions will be provided with the formal job offer.

The mission of IBCA suggests it will be operational for approximately 5 to 7 years. When IBCA’s work winds down, employees will receive support and guidance to find new roles, whether in the Civil Service, another ALB, or externally.

The Head of Recruitment for IBCA is responsible for:

* Building and leading a high-performing team to deliver all aspects of recruitment for IBCA.
* Leading IBCA’s resourcing and attraction strategy.
* Managing the transition of recruitment delivery into IBCA’s People function.
* Providing a high-quality recruitment and talent acquisition service, including accurate reporting to support delivery and development.
* Ensuring inclusive recruitment and using data to support effective inclusive strategies.
* Partnering with IBCA senior stakeholders to develop resourcing plans aligned with IBCA’s mission and vision.
* Supporting senior decision-making and governance, including drafting and presenting papers for the IBCA executive committee and board.
* Managing relationships with Government Recruitment Service (GRS) and external recruitment providers to ensure quality and timely delivery.
* Ensuring robust recruitment and workforce data with regular reporting, collaborating with IBCA’s Strategic Workforce Planning, HR Business Partnering, and finance teams.
* Developing a clear recruitment approvals framework and guidance for IBCA.
* Fostering a positive, inclusive team environment that promotes wellbeing, collaboration, and a culture aligned with departmental values.
