Join a Council Shaping the Future of Public Services

Essex County Council (ECC) is on a bold journey to become one of the most effective, forward-thinking, and financially sustainable councils in the UK by 2030. At the heart of this transformation is a bold commitment to digital innovation and world-class customer service.

In this hands-on and forward-thinking role, you’ll lead the development of secure, scalable, and user-centred digital services that support ECC’s transformation goals. As a Developer, you’ll work across frontend, backend, and cloud platforms to build high-performing solutions that meet user needs and align with modern engineering standards. You’ll play a key role in shaping ECC’s software engineering practices, supporting agile delivery, and enabling innovation through reusable components and robust architecture.

Key Responsibilities:

1. Lead the development of secure, high-performing frontend services, APIs, and microservices that support rapid iteration and meet user needs.
2. Ensure ECC’s cloud-hosted platforms are architected for sustainability, portability, and performance.
3. Develop maintainable, supportable solutions that simplify complex problems and promote reuse through common components.
4. Collaborate with the Test Team to produce test plans and ensure quality assurance throughout the development lifecycle.
5. Evaluate supplier integration portals for technical feasibility and compatibility with ECC’s infrastructure.
6. Set engineering standards and provide assurance that ECC’s software solutions align with best practices and global digital exemplars.
7. Identify and manage technical risks, contributing to risk assessments and continuous improvement across delivery teams.
8. Apply agile methodologies and foster a fast-paced, iterative development environment.
9. Coach teams in agile practices, promoting continuous learning, collaboration, and the sharing of expertise.

The Experience You Will Bring:

10. Educated to degree level in a relevant subject or equivalent by experience.
11. Proven experience delivering digital products or prototypes in complex environments.
12. Skilled in agile delivery, with the ability to balance priorities, manage ambiguity, and demonstrate impact.
13. Proficient in relevant programming languages and familiar with UI/UX principles.
14. Knowledge of Government Service Standards, Accessibility Regulations, and Information Governance.
15. Strong problem-solving, communication, and customer service skills.
16. Committed to continuous professional development and maintaining expert knowledge in your field.
