The post holder will lead in the responsibility for providing management, professional, technical/specialist services and to provide advice relating to plant and equipment utilised for control of space and environmental conditions as well as specialist plant and equipment used by the wide range of clinical services provided by Kings College Hospital at Denmark Hill and partner organisations across the community estate.

Main duties of the job
Leading the Trust's Estates operational services, assurance, and governance processes to ensure that a safe environment is provided and high-quality value for money services are delivered through the establishment of appropriate policies and procedures in support of the Trust's service objectives and legislative requirements.
Focusing on Planned and Reactive Maintenance and Repairs, Sustainability (including energy management), M&E Technical Support, along with Estates related Health and Safety compliance and risk management to ensure services meet the needs of stakeholders and service users, as defined in the Trust Service Level Agreements.
Reporting performance and progress updates consistently for all areas, providing necessary assurance to the Trust Executives and Board.
Building and developing partnerships with clinical and non-clinical colleagues and external agencies to ensure that Estates services, initiatives, and implications are considered as part of responding to, and shaping, the Trust's Clinical Service Strategy.
Providing a safe means of maintaining the building fabric and engineering services across Trust remote sites, ensuring safe systems of work.
Auditing Hard FM contractors and sub-contractors against Health and Safety standards and detailed risk assessments.
Ensuring Hard FM contractors meet statutory and mandatory obligations on plant and equipment, e.g., Pressure Systems Regulations.
Ensuring efficient use of energy and utilities, attending and chairing relevant meetings.
Attending the PRUH and Orpington Hard FM meetings.
Chairing the Kings Water Management Group and acting as Responsible Person for Water Hygiene.
Managing the Trust's Estate Grounds and Gardens, ensuring appropriate contracts and maintenance schedules.
Managing piped medical gas installations, ensuring permit to work procedures are followed and contractors trained.
Implementing effective planned preventive maintenance systems and KPIs covering all engineering plant, services, grounds and gardens.
Preparing and implementing contingency plans for major loss of service, ensuring continuity for patients and staff.
Determining KPI response times for reactive maintenance.
Participating in on-call arrangements supporting operational work.
Implementing guidance from Health Technical Memorandum, HTMs, codes of practice for high voltage installations, generators, electrical equipment, and more.
Undertaking condition appraisals with Site Director Estates and Associate Director of Estates to identify maintenance programme and backlog.
Utilising building management systems for efficient energy use and controlled environments.
Auditing main and sub-contractors against core competency levels and ensuring registrations.
Providing professional, technical, and specialist AP services for effective management of healthcare engineering systems.
Establishing and maintaining engineering governance arrangements across teams.
Identifying non-conformity and poor practice, working with colleagues to deliver remedial actions.
Supporting senior colleagues and providing technical advice for specialist systems, and taking temporary management responsibility in emergencies.
Person Specification
Education & Qualifications
Professional engineering or building knowledge acquired through degree or equivalent, plus specialist knowledge through postgraduate courses to master's equivalent level.
Chartered member of relevant professional body, e.g., CIOB, CIBSE, IET, IMechE or RICS, with CPD evidence.
HTM00 series safe systems of work training – LV, HV, medical gases, Water Hygiene (L8), Specialist Ventilation, Decontamination, Lifts, Pressure Systems.
Internal auditor to ISO 13485.
Postgraduate degree or equivalent level of knowledge through academic courses to postgraduate level.
Technical courses (Water, Gas, Asbestos, Electrical, Building and CDM Regulations, Control of Contractors, etc.) and Health & Safety qualification (NEBOSH Managing Safety) or equivalent.
Knowledge & Experience
Excellent understanding of national guidance applicable to NHS Estates and Facilities Management standards and processes, including Health Technical Memorandum.
Significant post-qualification experience and successful track record of managing Estates and Facilities assets and services, including budgets within a complex acute health environment.
Sound knowledge of relevant legislation (H&S, Water, Gas, Asbestos, Electrical, Building and CDM Regulations, Control of Contractors, etc.).
