This role reports to the Head of Crime and Security, and you will act as the professional lead for EMR with strategic oversight and leadership for all activities related to Crime, Security, and Safeguarding.
The Lead Crime, Security and Safeguarding Manager will ensure EMR’s assets and workforce are protected from criminal behaviour and provide a secure environment which safeguards vulnerable individuals from harm as far as reasonably possible.
We are looking for an experienced strategic leader to work closely with internal and external stakeholders such as British Transport Police, other train operators, Network Rail, and our external security partners.
While you will act as a trusted subject matter expert providing advice and guidance on National Security, Crime Prevention, Safeguarding, and Emergency Planning, your primary focus will be on developing, driving, and embedding a strategic vision for Crime, Security and Safeguarding across EMR. You will ensure that the business’s approach aligns with evolving risks, legal obligations, and best practices, empowering teams to operate effectively at an operational level.
Strategic Focus and Key Workstreams
As the Lead Crime, Security and Safeguarding Manager, you will play a pivotal role in shaping and delivering EMR’s Crime, Security & Safeguarding Strategy 25/26, focusing on strategic leadership across our core workstreams: Deter (Crime Prevention & Security Culture), Detect (Crime Insight & Intelligence), Deny (Crime Enforcement), and Defend (Crime Investigation & Prosecution). You will lead the development and implementation of strategic initiatives aligned with key focus areas including Work-Related Violence, Violence & Intimidation Against Women & Girls, Suicide Prevention, Ticketless Travel Enforcement, and support transformational projects such as new train services, depots, and enhanced CCTV systems. Your strategic oversight will ensure EMR protects its people, assets, and revenue while fostering partnerships that maintain a safeguarded environment and embed a culture of security awareness across the organisation.
As the Lead Crime, Security and Safeguarding Manager you will be responsible for:
1. Providing strategic leadership in managing crime, security, and safeguarding risks/incidents through the development and oversight of EMR’s Crime, Security and Safeguarding strategic direction.
2. Developing, communicating, and championing EMR’s Crime, Security and Safeguarding strategies, ensuring alignment with broader business goals and regulatory requirements.
3. Collaborating with the Learning and Development team to ensure staff are equipped with the right skills and knowledge in relation to security, safeguarding, and NRSP requirements.
4. Providing oversight, standards, advice, and governance in relation to protective security matters, including CCTV, physical access control, and alarm systems.
5. Ensuring appropriate, cost-effective, and compliant security measures across all EMR locations and assets, while proactively identifying opportunities for continuous improvement.
6. Leading counter-terrorism assessments and supporting official bodies in completing and reviewing Protective Security improvement assessments and local risk and vulnerability reviews.
7. Working closely with the Head of Crime and Security to ensure EMR fulfils its national rail contract and annual business plan obligations related to Crime, Security, and Safeguarding.
8. Deputising for the Head of Crime and Security as required.
9. Building and nurturing strategic partnerships with key stakeholders including DfT, Network Rail, British Transport Police, and the National Protective Security Authority to drive a secure and safeguarded environment.
The successful candidate will be a strong, forward-thinking leader with the ability to manage stakeholders at strategic, operational, and tactical levels. You will drive the strategic agenda, enabling teams across the business to deliver robust security and safeguarding practices, whilst influencing and shaping policy to meet future challenges.
These would be a bonus:
10. Knowledge of Crime, Security, Safeguarding, Emergency Planning and National Security within a railway environment.
11. Membership of a professional body such as the Security Institute, NPSA or equivalent.
12. Understanding of legislation and regulations governing Security, Safeguarding, and Emergency Planning at International, National and Industry levels.
13. Significant experience working with civil contingencies and law enforcement agencies.
14. Educational qualifications to degree level or equivalent experience.
