Primary Objectives
* Safety Assurance: To enforce a "Zero Harm" culture in a high-risk environment
* Environmental Assurance; To enforce specification requirements relating to waste management, compliance with planning permissions, Station Environmental Permit and Natural Resources Wales restrictions relating to both contamination and ecology.
* Asset Protection: To ensure demolition works do not impact adjacent live high pressure gas infrastructure or operational plant areas.
* Contract Governance: To validate the contractor's progress, quality of work, and payment applications.
* Compliance and effective risk management: Achieve compliance with the Employer's Requirements and report on the Contractor's risk management performance.
* Organisation and Leadership of the site team.
Key Responsibilities
Health, Safety & Environmental (HSE) Oversight
* CDM Compliance: Act as the primary site contact for CDM (Construction Design and Management) duties on behalf of the Client.
* Review of Safe Systems of Work: Critically review and comment on the Contractor's Demolition Phase Plan, Risk Assessments and Method Statements (RAMS) and Lift Plans prior to high-risk activities such as permits for work near HV cables or pressurised systems.
* Management of wastes: Oversee the removal of wastes including residual hazardous materials to conform with WRAP and CLAIRE protocols and Station Permit. Verify tonnages and quantities measured by contractor.
* Jointly responsible with HSSE Manager for creation and introduction of an effective project-specific HSSE management system including an HSSE plan.
* Implementation and application of the HSSE management system and the HSSE plan with the HSSE team and active support of the other project team in implementing the HSSE management system in all phases of the project, particularly on the demolition site.
* Organize and implement safety meetings and inspections with the demolition companies, including documentation and assessment of the results with regard to safety and health protection.
* Record, document and communicate accidents, near-accidents and other HSSE incidents for client to input to HSE management system.
* Monitoring and auditing the project organization and the contractors in all phases and areas of the project with regard to implementation and compliance of the HSSE management system incl. the HSSE plan and fulfilment of the defined HSSE requirements and the corresponding laws and legal regulations.
* Technical input and HSSE advice in setting and planning the demolition site setup.
* Creation of a rescue, alarm and evacuation plan and ensure its implementation.
Essential Qualifications & Experience
* Experience: Minimum 10 years in construction/engineering, with at least 5 years dedicated to Power/Process Industry working or Demolition. Demonstrable relevant experience as a Client's Representative, Owner's Engineer, Clerk of Works, Resident Engineer or Demolition Site Manager.
* Experience of progress reporting, report writing and issuing of instructions or variations
* Experience of undertaking safety investigations
* Experience of progress reporting, report writing and issuing of instructions or variations
* Experience of undertaking safety, health and environmental investigations and HSSEQ audits
* A good command of English is essential.
Education & Certifications:
* Construction/Engineering Degree/HND preferred
* CSCS Card - Manager/Black Card
* NEBOSH General Certificate preferred
* Asbestos Awareness (P402 or P405 Management of Asbestos in Buildings or equivalent).
* Temporary Works Coordinator (TWC) training preferred.
