Senior Assistant Assembly Clerk (Part-Time) Location: Belfast Salary: £52,009 per annum Hours: 25.9 per week (0.7 FTE) Contract: Up to 6 months, with possibility of extension About the Role The Clerking business area of the Assembly supports core parliamentary functions, including the Chamber, committees, scrutiny, and legislation. As a Senior Assistant Assembly Clerk, you will play a pivotal role in enabling democratic business, providing authoritative advice to senior decision-makers, and supporting the passage of legislation. This is a challenging, fast-paced position in a highly scrutinised environment. Post holders may be rotated across Bill, Business and Committee Offices, and at times will support more than one committee. Some work outside normal business hours may be required. Key Responsibilities Provide timely, accurate, and authoritative written and oral advice on complex procedural, legislative, or policy matters to the Speaker, Committee Chairs, Members, and senior managers. Support Members in developing legislative proposals or amendments, including drafting material under the direction of the Assembly Clerk. Prepare draft amendments, speeches, briefing notes, committee reports, and press material. Clerk committee and sub-committee meetings, advising Chairs and Members as required. Undertake and commission research to inform legislative scrutiny, inquiries, and committee work. Lead, manage, and develop staff, ensuring high standards of delivery. Build effective relationships with Members, government departments, external stakeholders, and the public. Manage resources, budgets, and procurement in line with organisational policy. Ensure compliance with Standing Orders, legislation, and internal procedural guidance. Effectively use Microsoft Office and bespoke Assembly systems to deliver outputs. Essential Criteria Candidates must demonstrate either: A primary degree (minimum 2:2 classification in any subject) and at least 3 years' experience in each of the areas (a-d) below. OR 2. At least 5 years' experience in each of the areas (a-d) below. Experience must cover all of the following: a) Prioritising, planning, and organising a demanding and diverse workload to meet deadlines. b) Managing, developing, and motivating staff to ensure effective service delivery. c) Providing authoritative written and oral advice on complex or politically sensitive matters to elected representatives or senior managers. d) Developing and maintaining effective working relationships with senior managers, elected representatives, departmental officials, or other external stakeholders to support delivery of objectives. * "authoritative" means that the written and oral advice must be coming from you in a role where you are accountable to the decision maker for the quality of your advice (i.e. you are the authority for advising the decision maker).
