Job Title: Interim Head of Estates & Property Review
Location: East Midlands, UK
Duration: 5-months ongoing
Pay: Inside IR35 – Negotiable DOE
Spencer Clarke Group are looking to appoint an Interim Head of Estates and Property Review on behalf of a Local Authority Client in the East Midlands. You will play a crucial role in effectively managing the Council’s land and property assets. You will provide leadership, management, and expertise in property-related matters, acting as the Head of Profession for all property-related advice.
Key Responsibilities
1. Act as the Head of Profession for all asset management, estates management, and valuation services in the Council.
2. Lead a programme of Property Rationalisation to ensure fit-for-purpose accommodation, revenue savings, capital receipts generation, and carbon emissions reduction in alignment with the Council’s Carbon Action Plan.
3. Effectively manage the Council’s disposal and acquisition programme, including Compulsory Purchase and Right to Buy, commissioning work from other teams and external Agents as required.
4. Provide strategic property advice to the Council, including major regeneration projects and housing development, and act as the authorised signatory for Estates functions to ensure proper financial return from the Council’s property portfolio.
5. Commission and ensure the delivery of an annual programme of capital accounting valuations and insurance valuations.
6. Manage vacant land and property effectively, mitigating associated costs and liabilities.
7. Lead an Estates team to manage the Council’s land and property and maximize income.
8. Manage Estates & Property review budgets, ensuring the generation of revenue needed to meet the budget and effectively managing rental debt.
Qualifications and Experience
9. Chartered Surveyor
10. Relevant professional qualifications and extensive experience in asset management, estates management, and valuation services.
11. Proven track record of successfully leading property rationalization programs and disposal/acquisition programs in a public sector environment.
12. Strong strategic planning and project management skills, with the ability to deliver outcomes within budgetary constraints.
13. Excellent leadership and team management capabilities, with experience in leading multi-disciplinary teams.
14. Sound financial acumen and budget management skills.
15. Knowledge of relevant legislation, regulations, and best practices in property management.
