To proactively manage the RBH site capacity in and out of hours (ensuring that all shifts are covered), ensuring that safe and effective decision making occurs to streamline the patient journey at admission, transfer and discharge. To provide real time capacity information to internal and external stakeholders through the provision of accurate reporting including situation reporting and escalation management systems. To deliver professional and operational priorities from a corporate perspective. To support senior colleagues across a spectrum of general and operational management issues aimed at managing overall capacity and patient flow. To maintain a leading role in the management of clinical capacity to accommodate elective and emergency admissions. To facilitate staff and team development and ensure effective communication systems operate corporately. * Reduce the incidence of hospital associated infections. Responsible for the standards of environment cleanliness in line with the NHS Clean Hospitals programme, again influencing the reduction of hospital acquired infections.
* Ensure that a safe environment is maintained for patients, staff and visitors within the area of responsibility, by producing risk assessments and action plans for any hazards in the environment.
* Work closely with colleagues to ensure standards of cleanliness are implemented and monitored, and ensure that Trust policies and procedures to prevent and control infection are adhered to, in order to ensure a clean environment to work in and awareness of all staff on issues on infection and cleanliness.
* Respond to major incident alerts as tactical lead.
* To contribute to the process of corporate policy reviews / formulation.
* To contribute to the Trust / Directorate business planning process, in order to ensure consistent service development.
* To provide expert managerial and clinical advice to all members of the Trust.

Patient Support
* Support and encourage multi-disciplinary working, which focuses upon patient pathways ensuring the smooth transition of the patient through the care process including facilitating the movement of patients through care locations, to ensure patients are cared for within an optimum time frame.
* To take a lead role on overall capacity / bed management and operational service provision in and out of hours, liaising with senior colleagues in order to achieve optimum bed usage whilst managing the flow of emergency and elective admissions.
* To take responsibility for the application of the Trust Escalation Plan, ensuring that all actions are implemented according to RBH Site level of escalation.
* To co-ordinate and manage the RBH site with particular reference to patient waiting time in ED in accordance with national performance indicators.
* To triage all requests to the on-call managers and decide whether or not on-call personnel need to be involved.
* To undertake specific projects relating to Operational Services.
* To assess the current RBH site capacity situation and make decisions in conjunction with senior colleagues regarding appropriate patient placement.
* In liaison with the Directorates to make decisions regarding the safe placement of patients in newly opened areas, ensuring adequate medical cover is arranged.
* To take a corporate overview of staffing establishment. Redeploying staff as appropriate to minimise clinical risk out of hours.
* To ensure the release of bodies out of hours in accordance with RBH policy.
* To act as a point of contact and liaison for information regarding high risk patient groups, both during normal working hours and out-of-hours.
* There may be a requirement during times of urgent need to work clinically supporting patients within the remit of their trained specialty to support flow.
* To provide management advice to clinical areas with regards to the Trust Policies and Procedures.
* To maintain continuous monitoring and assessment of operational activity, creating a plan for the 24 hour period ahead - thus informing the forward planning.
* To review constantly the number of medical / specialty outliers and take action accordingly in liaison with the directorates involved.
* To ensure complaints are dealt with in accordance with Directorate procedures and prepare the response to written complaints.
* Proactively support the Discharge Hub in the timely preparation, planning and transfer of patients with complex discharge requirements.
Service Development
* Responsible for policy implementation of service development for the service.
* Ensure that all untoward incidents and near misses are reported by staff within the area of responsibility in accordance with the Trust policy and that appropriate mechanisms are put in place to investigate serious clinical incidents under the direction and guidance of the risk Management Department, following which appropriate action plans are developed and monitored and lessons are learned and disseminated.
* To contribute to the long term strategies of the Service, including major operational changes, service reviews and developments.
* Participate in the review and update of clinical policies and protocols in order to reflect the latest evidence.
