The Head of Estates is accountable to the Associate Director of Estates, Capital & PFI supporting the development and planning of all estate, maintenance and contracts within the Trust site(s) and wider One LSC system.
They will ensure that all services associated with the estate portfolio and the PFI contracted properties are meeting the obligations and responsibilities defined under the Project Agreement.
This role requires a significant amount of statutory compliance knowledge and leadership whilst maintaining a close focus on the financial budget and specialist estate, requirements.
Main duties of the job
To ensure the safe and effective management of the Trusts buildings and plant (and associated equipment).
To set and achieve targets for maintenance and improvement in estate stock, such that staff, patients and visitors are able to use a physical environment that is safe, comfortable, and equitably accessible.
To support the Associate Director of Estates, Capital & PFI on building and engineering policy and strategic development for Trust/ One LSC interpretation of legislation.
To be responsible for the management of the Retained Estates Department on behalf of the Trust & One LSC, providing expert Estates advice to Associate Director of Estates, Capital & PFI, other Estates staff, senior managers and directors and management of the Estates to achieve Statutory Compliance relating to Asbestos Management, Control of Legionella, Electricity at Work, Pressure Vessel Systems, COSHH, Gas Safety (Gas Safe), DDA, LOLER, PUWER, CDM, NHS Health Technical Memorandums and HBN Guidance Documents and CDM regulations.
To devise and implement risk-based investment and divestment programmes for the targeted reduction of backlog maintenance, resulting in improvements to key estate performance indicators (KPIs).

Detailed job description and main responsibilities
To ensure that all plant, equipment, and buildings are maintained so as to work at high levels of efficiency and safety. To do this by setting, prioritising, and maintaining programmes for maintenance of fabric, infrastructure, and facilities (including plant and equipment replacement), energy production and supply, and waste management.
• To assess maintenance requirements through consultation with users, other interested parties, and technical guidance and develop appropriate programmes and procedures for work. To deliver services that are integrated with clinical service delivery.
• To assist the Associate Director of Estates, Capital & PFI in linking maintenance issues into the Trust’s / One LSC’s Clinical Governance and Risk Management strategies, ensuring that concerns are recognised and addressed.
· To develop and maintain strong links with Divisional and Corporate senior Trust teams in order to facilitate communication, good working relationships and the efficient flow of information.
• To lead the engineering development and participate in the wider implementation and review of the Trust’s Estate Strategy, ensuring that national NHS initiatives are incorporated.
• To contribute to the annual planning process for the Estates Department.
• To recognise and establish links with other specialists, both internal and external to the organisation, as and when required.
• To produce strategy for major infrastructure development through identification of the current condition, capacity and utilisation of buildings and engineering services.
• To ensure all plant replacement programmes for the site are compatible with the investment / divestment programme for the site, ensuring backlog maintenance liability forms part of the Trust’s investment plan.

Person specification
Qualifications
Essential criteria
* Degree in Mechanical, Electrical or Building Services Engineering
* Evidence of continued professional development at a similar level.
* Further specialist/ technical knowledge of sustainable and healthcare engineering acquired through relevant qualifications – Masters or equivalent
* Expertise of energy performance of buildings, measurement, complex analysis of results and management of change projects
Desirable criteria
* Prince2 or equivalent
* Chartered Engineer (CIBSE, IET, IMechE, IHEEM or similar) with extensive post qualification experience or equivalent
Experiance
Essential criteria
* Significant senior management experience and managing engineering services within a hospital.
* Experience of managing services with PFI partners
* Demonstrable experience of budget setting, management and cost control of projects
* Experience of undertaking contract monitoring audits setting up and monitoring / reporting of Key Performance Indicators (KPI’s)
* Demonstrable experience in working with information, data, analysing, evaluating and presenting evidence to Directors and Board sub-committees

* Experience of chairing and coordinating committees/ monitoring groups carbon reduction
