About the Team
The Strategy, Performance & Improvement (SPI) Team is a central Government Finance Function (GFF) team supporting over 9,000 finance colleagues across government. We set the Finance Standard (GovS006), monitor performance, and maintain a library of best practices—the NOVA Functional Reference Model—to share, improve, and drive efficiency in finance services.
NOVA includes functional design artefacts such as Processes, KPIs, Business Glossary, and Data Dictionary, adopted by government organisations through shared services and back-office systems.
We aim to enhance finance performance by supporting the adoption of NOVA standards, increasing data maturity, improving data architecture, and creating data integration solutions, aligned with the GFF 2030 Strategy for a data-driven finance function.
The team of seventeen works across various partners, offering opportunities to contribute to positive change across finance communities. The role provides exposure to Whitehall, including influential work at the highest levels of the Civil Service. About the Job
The key responsibilities include:
1. Defining a Government Finance Data Strategy, vision, and development roadmap, ensuring alignment with departmental and government-wide strategies, and reporting on progress and benefits.
2. Delivering a Finance Data Lineage, assessing critical data elements and systems, with a focus on Public Spending data structures and HM Treasury’s OSCAR system.
3. Owning the Finance Data Standards in NOVA, supporting and leading on data requirements and design for future financial reporting systems within government and HM Treasury.
4. Managing metadata quality and embedding processes to ensure high standards, utilizing project and programme management best practices.
5. Designing and implementing data pipelines to extract, transform, and load (ETL) data from various sources.
6. Engaging stakeholders for effective Data Management, Data Integrity, and Data Governance, particularly with Data Leads across government and third parties.
7. Supporting Data communities with knowledge sharing, training, and guidance on data management best practices.
About You
You will be qualified in Digital Data Architecture, with experience in cloud platforms such as AWS, Azure, or GCP, and a relevant TOGAF qualification (e.g., Enterprise Architect). Strong proficiency in SQL and programming languages like Python or Java is required, with relevant certifications (e.g., Microsoft Azure SQL, Oracle SQL).
You have proven experience in establishing data standards, metadata management, data structures, and data analysis. Experience with digital solutions such as ERP and EPM technologies, and application of data standards, is also essential.
