Thepost holder will have a key senior leadership role, leading on the development ofthe Estates operational services and future service planning, together withensuring compliance with the relevant legislative and healthcare requirements,alongside deputising for the Operations Director, as necessary.
Duties will include leading the Trusts Estatesoperational services, assurance, and governance processes to ensure that a safeenvironment is provided and high-quality value for money services are deliveredthrough the establishment of appropriate policies and procedures in support of theservice objectives, and legislative requirements.
Undertake the role of Estates professional advisor,advising the board on key Estates strategic and compliance issues. Acts as asenior advisor with significant expert knowledge on all Estates operationalservices and compliance matters and acts as the Trusts Authorised Person forspecialist engineering services
The role will include ensuring the efficient andeffective use of resources with robust financial/budgetary management that isin accordance with the Standing Financial Instructions (SFIs). There will be the need to achieve any targetsfor cost improvement, whilst attaining appropriate quality.
Main duties of the job
To undertake the role of Responsible Person for theTrust across all areas of Estates statutory compliance. Developing strategies,systems and staff that deliver fully compliant services and provide board levelreporting and assurance.
Lead the Estates teams to develop and implementstrategic service development plans and objectives that are aligned with andenable the Trusts Core Objectives.
To ensure that the Trust is aware of its statutoryresponsibilities relating to the management of the Estate and that requirementsfor funding to enable this to happen are identified.
Develop detailed compliance reporting proceduresacross estates services to ensure all compliance risks and issues areidentified at board level with any associated costs. Develop full life cyclereplacement plans for all estates assets and ensure these are on the trustslong term capital replacement programme.
Contribute to the Trusts performance againstNational priorities including PLACE, ERIC, Food/nutrition, Premises AssuranceModel (PAM) and the National Standards of Cleanliness and decontaminationstandards.
Ensure that the Estates service contributes to theTrusts planning processes, and that futurerequirements are properly identified within a five-year plan and capitalprogramme.

Qualifications
* Building/Engineering Degree or qualification equivalent to degree level.
* Evidence of continuous professional development. To be a member of a professional organisation.
* NEBOSH National Diploma
Experience
* Significant post qualification experience and track record of Managing Hard FM assets and services within a complex health environment
* Effective communication, presentational and reporting skills
* Highly developed technical / knowledge and appreciation of FM services including statutory legislation and DH mandatory and good practice guidance
* Preparing of reports to support assurance/governance of operational services
* Authorised Persons Experience
* Previous proven operational management experience in the NHS or similar environment involving a wide range of procedures and practice
* Able to demonstrate evidence of effective financial management
* Experience of working with NHS / other service delivery targets
* Experience of line managing individuals and/or a team
* Experience of service development
* Experience of analysing data, facts and other evidence to identify problems and to propose and implement solutions
