Hays are working with the Northern Ireland Assembly to recruit for a temporary Assistant Assembly Clerk, this is a part time position for up to 12 months.
Your new role
The role of an Assistant Assembly Clerk is wide ranging and challenging and plays an important part in delivering the Assemblymission’s objectives. The role supports the day to day running of the Assembly and includes work carried out by a range of Business Areas. This role involves working with a range of internal and external stakeholders including Members of the Legislative Assembly (Members).
Assistant Assembly Clerks appointed through this recruitmentpetition will be assigned to a business area within a corporate function of the Assembly but may be transferred to other corporate business areas as required. Assistant Assembly Clerk is the second level of line management and duties include line management. The organisation chart on the recruitment website provides further details.
Corporate work is focused mainly on supporting the day to day running of the Assembly and includes work carried out by a range of business areas.
The main duties and responsibilities of the job:
1. Delivering high quality services to a wide range of internal and external stakeholders by developing a customer focused culture within your team.
2. Undertaking research and investigatory work, providing timely and accurate analysis and rmendations to assist in the drafting of reports and briefing documents to inform decision-making.
3. Creation of material (written and video) to support the development of training material on new applications such as, but not limited to, MS Teams, SharePoint.
4. Assisting with the development, management and monitoring of the policies and procedures of the Business area.
5. Assisting with the provision of advice on policy, procedural and/or protocol issues within the area of responsibility.
6. Approving correspondence and assisting with the drafting of responses onplex or sensitive issues to a range of internal and external stakeholders at various levels.
7. Attending, participating in and managing meetings, visits and other events in support of the work of the Assembly; ensuring these are carried out effectively and that accurate records of business are maintained.
8. Developing and maintaining effective working relationships with a wide range of internal and external stakeholders at various levels.
9. Approving information for publication on social media platforms and the Assembly webpages and ensuring that this information is up to date.
10. Maintaining and providing accurate and timely management information.
11. Planning and organising a diverse workload to tight deadlines.
12. Leading, managing and developing individual staff members or a small team to ensure the delivery of team objectives.
13. Quality assuring the work of staff to ensurepliance with legislation, policies and procedures in order to meet agreed service standards.
14. Supporting more senior staff in the effective management of your Business Area.
15. Checking and approving purchase orders and invoices in line with organisational policy and within approval level.
16. Assisting in the management of financial budgets.
17. Assisting in the development of business cases and specifications for procurement exercises and participating on evaluation panels.
18. Assisting with the management of contracts to ensure fullpliance with the contract, ensuring value for money and managing any failure promptly and in accordance with the conditions of contract.
19. Participating in and contributing to corporate and Directorate projects.
20. Contributing to the development of training sessions and delivering training for staff and service users.
21. Effectively using Microsoft Office and bespoke internal Assembly software systems and databases to carry out work including the production of reports and documents.
22. Managing information and records in accordance with established policies and statutory requirements.
23. Carrying out other duties that the Assemblymission reasonably requires of you.
What you'll need to succeed
Applicants for the post must, by the closing date for applications, have: At least a primary degree, minimum classification, in any subject. Applications will be considered from applicants with formal qualifications of an equivalent or higher standard to those stated.
AND
At least 3 years’ experience of:
24. Leading and managing individual staff members or a team of staff to ensure the quality, accuracy and timeliness of work.
25. Analysing information from a range of sources to develop high quality written documents which support and inform effective decision making.
26. Planning and organising a diverse workload, delivering high quality work to tight deadlines and in line with organisational policy and procedures.
27. Developing and maintaining effective working relationships with a wide range of stakeholders such as colleagues, managers, elected representatives, departmental officials, and other external stakeholders to ensure a high quality service and achieve tight deadlines. OR
28. At least five years’ experience in each of the areas detailed at (a) – (d) above.
