Role Purpose
The Transmission & Distribution Sector is currently thriving as the Government looks to ensure that the infrastructure is in place to take advantage of the growth in the Renewable Energy Sector.
Omexom are a partner of SSE on the ASTI Framework and Pathway to 2030 is a key part of this, being the hub for several other schemes feeding into the Grid.
The Construction Manager is a pivotal role and will manage all specified works on electrical substations ensuring delivery on time to the required standards.
Initially the position will be on a hybrid basis although attendance will be required at other locations such as site, Perth, Glasgow or as required.
The Site is Emmock 400kV Substation.
They will assist the senior management team with delivery of the project and be a main point of contact daily for the client.
The postholder will be responsible together with his site team for ensuring site safety and ensuring quality processes are implemented for all works.

Responsibilities & Duties
Including but not limited to the following:
1. Acting as customer lead for the site management of projects and ensuring the daily delivery of site works
2. Be fully conversant with the Works Information and Scope of Works
3. Manage and deal with Change Management in line with NEC 3 requirements, liaising closely with the project commercial team
4. Organise and attend progress meetings and prepare minutes if required
5. Provide key information to the Project Manager to include in the Project Manager’s reports
6. Ensure that the site manager is maintaining a precise and accurate daily site diary including resource, program, photos, weather, materials, H&S, issues, or any information required by the Project Manager
7. Undertake line management of supervisors and sub-managers
8. Ensure that the works are undertaken in line with the Omexom Project Delivery Process
9. Ensure all site records, communications etc. are stored on the Omexom internal Information Management System
10. Overall responsibility for the management of all site activities
11. Organise, lead and minute pre-start, progress, and handover meetings with all subcontractors
12. Assist the Project Manager and P6 Planner in the weekly update of the Clause 32 Contract Program
13. Manage the look ahead’s required and issue "look ahead" programs as deemed required by the Project Manager
14. Responsible for management of the construction, maintenance, fitting and wiring of substation plant and equipment
15. Manage a team of supervisors, engineers, and sub-managers daily
16. Fully manage and plan site activities to ensure safety, cost and quality are maintained
17. Follow all published guidelines, standards, policies, and procedures to ensure satisfactory completion of work
18. Assist the Commercial Team in preparing applications for payment, additional works submissions and cost reviews
19. Ensure all works are undertaken in compliance with project design and construction documents (drawings, RAMS, lift plans)
20. Working closely with the Project Manager for successful project delivery
21. Deliver scheduled/unscheduled work safely, ensuring quality standard in accordance with work scope
22. Plan and manage with the PM the resource levels on site in line with Program requirements
23. Assist procurement and PM in managing site-based orders and materials
24. Undertake weekly/monthly site safety audits along with the site manager, record and upload to IMS
25. Set up and maintain a Non-Conformance Register
26. Attend community engagement and stakeholder meetings if required
27. Lead and manage all aspects of site construction, H&S, and environment
28. Plan, manage, attend and record OPS daily briefings, ensuring they are completed and uploaded to IMS
29. Ensure full compliance with the CDM Regulations with the HS Dept
30. Organise and lead the Safe Contractor process
31. Consider environmental aspects and impacts when preparing operations documentation
32. Proactively manage health and safety issues, ensuring accident and incident free culture
33. Ensure all plant and equipment is ordered efficiently and in a timely manner
34. Complete all site paperwork accurately and to time
35. Take responsibility for your team whilst on site for safe and efficient implementation of operations
36. Appoint direct supervision for work parties
37. Ensure site check sheets and ITP schedules are completed satisfactorily
38. Provide mentoring for nominated staff
39. Ensure site induction is updated regularly
40. Ensure all persons attending site are inducted and competent
41. Ensure all lifts are planned on site
42. Ensure all site plans are correct and updated regularly
43. Ensure all works have been risk assessed
44. Ensure compliance with SSE’s 5 golden rules
45. Ensure the site manager keeps an accurate skills/competency matrix
46. Ensure the site manager completes daily & weekly inspections/audits
47. Complete a monthly report capturing progress, commercial, SHESQ and issues
48. Ensure welfare is maintained and site complies with CDM regs
49. Assist with recruitment of site managers/site supervisors
50. Encourage and promote a safe working environment
51. Review design deliverables where applicable
52. Attend/participate in outage planning

Person Specification
Qualifications & Experience
The Construction Manager must have a minimum of 5 years’ experience working on TSO substation sites operating from 132kV to 400kV.
Must also possess:
66. Proven site management history with ability to execute critical tasks in real time
67. SMSTS Qualification
68. CSCS Black Card or equivalent
69. Knowledge of NEC 3 suite of contracts
70. Familiarity with P6 or MS Project
71. Sound knowledge of H&S and risk assessments
72. Ability to plan works efficiently
73. Ability to manage and motivate industrial staff
